Omar Mahmood Hayat

Lt General Omar Mahmood Hayat (Urdu:عمر محمود حیات;) HI(m).[1], is currently appointed as the 6th Chairman of National Disaster Management Authority (NDMA), Pakistan.[2] A three-star[3] rank Army General of the Pakistan Army, he took over the charge of NDMA on 8 April 2017.

Biography

Omar Mahmood Hayat was born into a military family. His father, Mahmood Aslam Hayat, served in the Pakistan Army and retired as a Major General.[4] He has two brothers who are generals in the Pakistan Army.[5][6]. Hayat joined the Pakistan Military Academy, Kakul in 1979 and received a commission as a 2nd lieutenant in the 68th PMA Long Course in 1983. After completing the Pakistan Military Academy, Hayat joined the Corps of Ordnance.[7].

During his service of more than 35 years, he has held various command, staff, and instructional appointments including Instructor Class ‘II’ in Ordnance College,[8] Malir Cantonment, General Staff Officer-II in the Military Secretary Branch in General Headquarters (GHQ), Assistant Director Ordnance Services in Force Command Northern Areas, General Staff Officer-I in the Military Operations Directorate in General Headquarters, Defence Procurement Attaché in Washington (United States), Directing Staff of the War College at National Defence University, and Command and Staff College - Quetta, Commander Corps Logistics, and Director General Procurement (Army).

Years of Appointment

  • 2017 - Appointed as Chairman NDMA[9], Prime Minister's Office, Islamabad, and further given an additional charge of Chairman ERRA in March 2018.[10]
  • 2015 - Promoted to Lieutenant General[11] [12] and appointed Chairman Pakistan Ordnance Factories Board.
  • 2012 - Promoted to the rank of Major General[13] and posted as Director General Procurement (Army), Rawalpindi.
  • 2010 to 2012 - Directing Staff of the War College at National Defence University, Islamabad.
  • 2009 - Chief of Staff Special Support Group for IDPs
  • 2008 - Promoted to the rank of Brigadier and posted as Commander Corps Logistics in 1 Corps.

Chairman NDMA

In April 2017, Lt. General Omar Mahmood Hayat took over the charge of the National Disaster Management Authority (NDMA) as Chairman of the Organisation. During his brief tenure of one year, he successfully arranged the fifth meeting of the National Disaster Management Commission (NDMC)[14][15], held after 5 years. Some of his major achievements are:-

  • Placement of NDMA under the Prime Minister’s Office[16]
  • Principal approval of funds for construction of a separate NDMA office building.

Additional Charge of Chairman ERRA

In March 2018, Lt. General Omar Mahmood Hayat was assigned an additional charge of Chairman Earthquake Reconstruction and Rehabilitation Authority (ERRA) by then Prime Minister of Pakistan, Mr. Shahid Khaqan Abbasi.[18]

Chairman POF Wah

In 2015, Omar Mahmood Hayat joined as Chairman, Pakistan Ordnance Factories Board, located in Wah Cantonment.[19] His vast knowledge and experience in Ammunition, Armaments, Explosives, and contracting procedures made his tenure illustrious. Besides his other achievements, he raised the export of POF Wah from US$22.03 million to US$93.68 million in fiscal year 2015–2016, to over 40 countries worldwide. A total of Rs.25,099 million was injected into the budget to meet the target demands of the armed forces. Moreover, the production graph increased by 25% and exceeded 24 billion PKR.[20]

Three major achievements/inventions during his tenure were:-

  • Inauguration of the Wah Brass Mill[21][22]
  • Indigenous Manufacturing of the 12.7 Anti-Aircraft Machine Gun[23]

Director General Procurement (Army)

In 2012, upon promotion[25] to the rank of Major General, Omar Mahmood Hayat was appointed as Director General Procurement of the Army, DGP (A).

Chief of Staff Special Support Group for IDPs

In 2009, Hayat was appointed as Chief of Staff of the Special Support Group (SSG) for internally displaced persons (IDPs)[26] at the federal government level for the management of IDPs who were forced to migrate due to the War on Terror. It was aimed at supporting provincial efforts to assist the displaced people during fighting against terrorism in Swat (Operation Rah-e-Rast, Second Battle of Swat ) and the Federally Administered Tribal Areas (FATA) (Operation Rah-e-Nijat). The support group worked in collaboration with government agencies and departments, the military, donors, and international humanitarian organizations. It also organized an International Donors Conference[27] to raise funds to assist the IDPs.

The setup served as the focal point for all operations related to IDPs in Pakistan, mainly in Waziristan Agency and Swat. The Special Support Group was responsible for the successful return of over 2 million IDPs to the Swat region within a short span of 2 months.[28]
