Operational Search Department of the Ministry of Internal Affairs of Russia (Оперативно-поисковое управление (бюро) МВД России) is a structural unit of the central office in the Ministry of Internal Affairs of Russia, which is responsible for police intelligence.

The operational search units in the system of the Russian Ministry of Internal Affairs were established on August 25, 1902. The department has carried out functions within the framework of operational-search activities for surveillance covered, covert or encrypted visual observation of a person of operational interest, in order to obtain the most complete information about him and his lifestyle. It is considered as the main body of the Russian police intelligence and one of the most secret divisions of the Russian Police service, which specializes in covert surveillance. The employees have a large selection of special equipment, as well as cover documents.

В Russia surveillance activities were officially enshrined in regulations in the second half of the 19th century. Previously, this function was generally assigned to the Police. With the creation of the CID and Okhrana units, it became necessary to allocate certain persons for these purposes, since any vagrant knew full-time agents by sight. This is how the institute of fillers emerged, which became the first body for police intelligence in Russia.

During Soviet times it was the responsibility of the 7th Departmemt of the Soviet MVD.

In 1991, the Operational Search Department was created in the Russian Ministry of Internal Affairs, replacing the 7th Department, supervising subdivisions of external surveillance of regional bodies of internal affairs.[1]
