PEMANDU Associates was founded in 2009 under the name Performance Management & Delivery Unit (PEMANDU) with Idris Jala as its chief executive to spearhead Malaysia's efforts to become a developed, high-income nation by 2020.[4][5][6]

In 2017, PEMANDU was privatised and continued to expand and create additional practice areas such as business turnaround, change management, and project management.

PEMANDU Associates was founded in Kuala Lumpur, Malaysia in 2009 initially under the name Performance Management & Delivery Unit (PEMANDU), a unit under Malaysia's Prime Minister's department. Dato' Sri Idris Jala was recruited as a minister under the Prime Minister's department to spearhead the Government Transformation Programme (Malaysia) and the Economic Transformation Programme, an effort by the Government to address key areas concerning Malaysia, and develop it into a high-income nation by 2020.[7][8]

2017 and beyond

In 2017, the Performance Management and Delivery Unit (PEMANDU) was dis-established and led to the formation of PEMANDU Associates to bring their expertise to the private sector and governments around the world. As of 2022, PEMANDU Associates have engaged with governments in Tanzania, Oman, India, Rwanda and Malaysia government and ministries[9][10][11]

According to the World Bank, PEMANDU followed the Prime Minister's Delivery Unit in the United Kingdom. In a published report by the World Bank[12], it said:

"PEMANDU has adapted – indeed, transformed – the UK “delivery unit” idea on which it was patterned. In the original, linear design of a delivery unit, the principal or senior official is presumed to know what needs to be done, and

the chief organizational problem is incentivizing subordinate agents to execute the plan."

PEMANDU has been recognised as one of the world’s top 20 innovation teams in 2014 that have helped transform governments according to Bloomberg Philanthropies and Nesta.[13] During the COVID-19 outbreak in 2020, PEMANDU Associates created the Global COVID-19 Index (GCI) which was endorsed by the World Health Organisation (WHO)[14] PEMANDU has also been featured in white papers as case studies on public sector reforms.[15][16]
