Agnew
Paul Agnew is an American Police Officer and certified D.A.R.E. Officer[1]. He is most famous for participating in the Poulan Police Scandal while he was employed as a Sergeant at the Hartwell Police Department in Hartwell, GA. He received instructions, along with his Assistant Chief Stan Sayer, from Douglas Dowdy during an illegal and unjustified GA POST Investigation into actions that occurred in Poulan during early 2022[2][3][4]. These instructions were followed near to the letter, and Agnew admitted in emails that were added to the investigative notes by Dowdy that Agnew was instructed to falsify, through imagination, events that never occurred. Of the most absurd writings that were given to Dowdy (per instructions from GA POST) Agnew claimed that the Central Intelligence Agency was employing a Hartwell Police Officer, who was apparently still in the Reserve Army, to spy on the Hartwell Police[3][2]. Despite public, and virulent, statements made by both Dowdy and Agnew[4][5] in reference to officers reporting corruption, no investigation into his actions during the Poulan Police Scandal has ever occurred[6][7][8][9]. He is currently employed by the Franklin Springs Police Department[1].
Early Life
Agnew attended the Athens Technical College to become a Basic EMT prior to becoming a police officer in Georgia. Little else is known about his early life[1]. He was employed by the Hart County Ambulance Service before attending the Police Academy[1].
Career
His first agency, according to public news articles and social media posts, was the Hartwell Police Department[1]. After retiring from the Hartwell Police Department[10][11], following his involvement with the Poulan Police Scandal, he became employed with the Franklin Springs Police Department[1][11]. During his employment with Hartwell Police Department, he became a D.A.R.E certified officer[1][10]. He is publicly listed as being involved with teaching D.A.R.E. classes to children throughout Hartwell at multiple schools[1][12][10].
When Agnew complied with Douglas Dowdy's instructions[3][4][5] to fabricate events and supposed actions taken by another officer who had reported Dowdy's friend, the Poulan Police Chief Larry Whisenant, for corruption and illicit activities[4][6][8][2]. Dowdy documented these instructions to Agnew through Stan Sayer, Agnew's supervisor and the Hartwell Assistant Police Chief[3][4][5][2]. Agnew's statements were recorded in ten pages of investigative notes that Dowdy submitted to the GA POST Council[4][3][2].
Personal Life
Agnew appears to be a member of Blue Knights MC[13], along with Poulan Police Chief Larry Whisenant[14]. Little else is known about Agnew, but his public Facebook profile shows him attending multiple Trump rallies prior to the 2024 election. Agnew's voice was featured in a data dump from a podcaster in which Agnew stated that the Ku Klux Klan was a "good moral" organization that made sure that "men didn't leave their wives"[4][3][15]. Agnew's voice is also on audio telling officers that "judges" should not be consulted when applying for warrants because "they're not" police officers or lawyers[3][15].
