Praveen Raj R S (born 1979) is a scientist and technology transfer expert. He is currently working as Principal Scientist in CSIR's National Institute for Interdisciplinary Science and Technology (NIIST).[1] in Thiruvananthapuram and is responsible for intellectual property (IP) management, technology transfer and human resource management in the Institute. He started his career as an Electrical & Electronics Engineer and changed to R & D Management Profession later. Prior to joining Council of Scientific and Industrial Research (CSIR), he worked as patent examiner in Indian Patent Office after his short stint in engineering job at Vikram Sarabhai Space Centre (VSSC) in Thiruvananthapuram. Praveen Raj played a key role in devising IPR Policy of Government of Kerala (2008), which addresses the concerns on traditional knowledge protection. Further he inspired and guided Dr. Shashi Tharoor MP to introduce a private bill for 'Protection of Traditional Knowledge, (282 of 2016)[2] in Indian Parliament, which was tabled in Lok Sabha on 10.03.2017[3]

Praveen Raj, Born on 31 March 1979 in Anad panchayat (Anad panchayat is a village in Nedumangad, Thiruvananthapuram) in Thiruvananthapuram district of Kerala State, India, holds a Post-graduate degree (M. Tech) in Power Systems Engineering (EEE) from University of Kerala and is an alumnus of College of Engineering Thiruvananthapuram. His areas of expertise include Patent drafting, Socio-economic Impact study, R&D Planning, Technology Forecasting, IP litigation, Patent Mapping, Project Management, Policy research, Strategic alliance, Budgeting, and fund management.
Praveen Raj is a social activist also, who campaigns against alleged misuse of intellectual property laws in religious affairs. In 2009, he filed a case in Kerala High Court against Attukal Temple in Thiruvananthapuram for trademarking deity picture and another case in Supreme Court of India against Tirupati Temple for securing geographical indication tag to Tirupati Laddu, a temple offering. He is also a proponent of right to information (RTI) in India. Praveen Raj is also an Associate Professor of Academy of Scientific and Innovative Research (AcSIR) in the Faculty of Engineering Sciences.

Praveen Raj R S has made significant contributions to the concept of Traditional Knowledge Docketing System (TKDS)[4]. He expresses concerns about the potential misuse of the Traditional Knowledge Digital Library (TKDL), an Indian repository of traditional knowledge, especially related to medicinal plants. While TKDL aims to prevent misappropriation, Mr. Raj worries that it could facilitate private appropriation of traditional knowledge through cosmetic improvements. He proposes the creation of a TKDS to indicate the location of knowledge, the community possessing it, and community protocols. He also supports the IPR policy of the Kerala Government, which assigns rights to trustees while preserving knowledge commons. Mr. Raj encourages protecting traditional knowledge through legislation, emphasizing the ownership remaining with the state to prevent commercial interests from usurping it. Dr. Shashi Tharoor introduced a private bill in the Indian Parliament based on Mr. Raj's recommendations to safeguard traditional knowledge[5].
Livelihood, identity[edit]

Hence, misappropriation of TK severely prejudices their interests.
