The Public Health Emergency Medical Countermeasures Enterprise (PHEMCE)[1][2] is a program administered by the Office of the Assistant Secretary for Preparedneaa and Response (ASPR) within the United States Department of Health and Human Services (HHS). PHEMCE involves internal elements of HHS:

The mission of the PHEMCE is to enhance US national preparedness for Public Health Emergency (United States) including natural or accidental events, or bioterrorism attacks, by coordinating medical countermeasure (MCM) response across HHS and with its external partners.. Emergencies may include chemical biological radiological or nuclear (CBRN) emergencies, pandemic influenza or emerging infectious diseases (EID).

Core HHS members are the directors of the CDC, the National Institute of Allergy and Infectious Diseases (NIAID) within the NIH, the Biomedical Advanced Research and Development Authority (BARDA) under the ASPR, and the commissioner of the Food and Drug Administration. HHS efforts[3] within the PHEMCE include:

  • Early Stage Research (NIH)
  • Setting MCM Requirements (ASPR)
  • Advanced Development/Manufacturing (ASPR/BARDA)
  • Regulatory Science Management (FDA) Procurement/Inventory Management/Stockpiling (ASPR/BARDA, CDC)
  • Response Planning, Policy Guidance and Communication (ASPR, CDC)
  • Deployment/Distribution/Dispensing/Administration (ASPR, CDC)
  • Monitoring/Evaluation/Assesment (CDC, FDA)

HHS also collaborates with state, local, tribal and territorial governments, public health systems, academia, private industry and professional societies.

Creation and legislative history[edit]

The Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) was authorized by Title III Section 402 of the Pandemic All-Hazards Preparedness and Advancing Innovation Act (PAHPAI) - PS.1379, 116th Congress; Public Law 116-22 - in June 2019. The PHEMCE is codified in 42 USC Chapter 6A Subchapter XXVI Section 300hh-10a.

  2. The Director of the Centers for Disease Control and Prevention
  3. The Director of the National Institutes of Health
  4. The Commissioner of Food and Drugs
  5. The Secretary of Defense
  6. The Secretary of Homeland Security
  7. The Secretary of Agriculture
  8. The Secretary of Veterans Affairs
  9. The Director of National Intelligence
  10. Representatives of any other Federal agency (as the ASPR determines appropriate) including:
