Quartiers Montreal is a municipal political party in Montreal, Canada, representing the borough of Villeray–Saint-Michel–Parc-Extension.

Origins and 2021 Municipal Election[edit]

Quartiers Montréal was founded by Giuliana Fumagalli in January 2021 to compete in the 2021 Montreal municipal election.[1] Fumagalli received 54.07% of the vote in the 2017 Montreal Municipal Election as a member of Projet Montréal.[2]

Platform[edit]

According to its website, Quartiers Montréal has five major priorities:

  • Complete living environments
  • Diverse mobility options that are accessible and safe
  • Diversified and accessible housing
  • Greener and more ecological neighborhoods
  • Valuing social and cultural diversity[3]

The party has distinguished itself from the other municipal parties in Montreal, most notably on positions related to affordable housing, policing and racial profiling.

At the party's inauguration, Fumagalli suggested that heavily arming the police wasn't the solution to the city's public security concerns and argued in favor of investing in community organizations and mental health services. Speaking to Park-Extension News, she said:

What we need are more resources for our communities in terms of community organizations. We need to start investing maybe in resources for mental health. We know that most of the calls to 911 are for mental health reasons. So, we don't necessarily need a police officer to come. We need somebody who knows how to deal with somebody in distress.[4]

On September 27 2021, with the support of La Maison d’Haïti, the Black Coalition of Quebec and the Center for Research-Action on Race Relations, Fumagalli put forward a motion against racial profiling.[5] The motion asked city council to support recommendations #17 - #25 of the OCPM's report on systemic racism and discrimination. Some of these recommendations include ensuring that the new Director of the SPVM recognizes racial and social profiling and establishing an independent mechanism providing legal and psychological support to complainants. The vote did not take place as Projet Montréal thought there wasn't enough time before the Municipal elections in October-November. Instead, the motion was sent directly to the Public Security Commission.[6]
