Corporación Radio Televisión Isla Cristina S.A., known simply as Radiotelevisión Isla Cristina and RTVIC is a state trading company that organizes the indirect management of the public radio and television service of Isla Cristina. It was created in 2019 after the re-founding of Televisión Isla Cristina. [1][2][3][4]

The corporation is divided into two televisions (TVIC) for audiovisuals, two radios (RI3) for radiophonics and a streaming system, RTVIC Plus, for special content. It also houses other activities, such as the RTVIC Academy. [5][6]

Background[edit]

The Corporación Radio Televisión Isla Cristina was re-founded by the Public Administration of Spain in 2019 after the termination of the activity of Televisión Isla Cristina in 2016. [2]

At the time of making the re-founding statutes, the Board of Directors would disappear and would be renamed Parliament of the Central Chamber, which would be managed by RTVIC, the General State Administration and the Ministry of the Presidency of Spain. [7][8][9]

Administration[edit]

The administration of the company RTVIC, is administered by the Parliament of the Central Chamber, which decides the new systems, programs, delegates, representatives, control sessions for the status of the same and votes on the actions carried out by the Presidency of the public corporation.

Management choices[edit]

The D'Hondt System is in charge of this, employees go to the polls every six months to elect the representatives of the corporation and are appointed in the Parliament of the Central Chamber.

In total there are 107 representatives in the administration chamber of Radiotelevisión Isla Cristina.

Central Chamber Parliament[edit]

The Parliament of the Central Chamber is the Single Chamber of Radiotelevisión Isla Cristina, the constitutional body that represents the workers and collaborators of the Public Corporation RTVIC. The current legislature is the II of RTVIC.

The parliament is made up of a minimum of 100 and a maximum of 200 Centralists (107 according to the RTVIC Organic Electoral File), elected by universal, free, equal, direct and secret suffrage, in the terms established by law (art. 68.1 EC). Elections are ordinarily held every 2 years, or earlier in the case of elections following an early dissolution of the chamber. Members of the Parliament of the Central Chamber are elected by proportional representation with closed lists in each electoral district in accordance with the d'Hondt system.

The centralists of the Parliament of the Central Chamber are divided into Parliamentary Groups, which in practice correspond to political parties, except for the Mixed Group, which brings together parties that do not meet the requirements to constitute their own Parliamentary Group. The Parliamentary Group with the most deputies is the Spanish Party Against the Working Classes (67 centralists), and there are seven political parties with parliamentary representation.

The Parliament meets in Vista Hermosa, located on Isla Cristina (Huelva) Throughout the year, the Parliament of the Central Chamber meets ordinarily from September to December and from February to June, although extraordinary sessions can and are held at throughout the year.

Legal nature[edit]

Currently, the Isla Cristina Radio Television Corporation has the legal nature of a public limited company and its capital stock is wholly owned by the State, although it is institutionally independent from the Government and the General State Administration.

Functions regulated by law[edit]

Article 3 of Law 17/2006, of June 5, on radio and television of specific state ownership that in the exercise of its public service function, RTVIC must, among other things: [10]

  1. Promote knowledge and dissemination of constitutional principles and civic values.
  2. Guarantee objective, truthful and plural information.
  3. Facilitate democratic debate and the free expression of opinions.
  4. Promote territorial cohesion, plurality and linguistic and cultural diversity in Spain.
  5. Offer access to the different genres of programming and institutional, social, cultural and sporting events, aimed at all sectors of the audience, paying attention to those issues of special public interest.
  6. Aim to serve the widest audience, ensuring maximum continuity and geographic and social coverage, with the commitment to offer quality, diversity, innovation and ethical demand.

General Business Budgets[edit]

RTVIC has in its board of directors (Parliament of the Central Chamber), the obligation to approve before the end of the annual course the annual general budgets that have to be approved by 51% of the chamber. [11]

Activities[edit]

The RTVIC Corporation has various media dedicated to different topics and genres, which are grouped according to the broadcast medium and the companies that comprise it. It currently has two television channels, two radios and a streaming system. [13][14][15]

On television, RTVIC groups the broadcast within Isla Cristina, Pozo del Camino, La Redondela, Islantilla, La Antilla and Las Colinas in a generalist programming, both of which broadcast in High Definition.

Strikes[edit]

Information Services (2020)[edit]

On December 21, 2020, the RTVIC Strike Committee organized a strike due to the communication of the management of not respecting salaries and work shifts, so that on December 26 and 27, the Information Services covered minimum services and had to stop the broadcasts of the informative programs during the two days. General (2021)[edit]

After the presented and approved motion of censure against the president of the corporation, the Strikes Committee called on March 15, 2021 a strike for March 22. It was called at a general level and this time the minimum services were not covered, which caused the paralysis of the broadcasts during the strike day. [20]
