Rahid Alekberli (Script error: The function "langx" does not exist.; born 1977) is an Azerbaijani researcher, engineer, and government official, specializing in cybersecurity, data governance and information systems management. Known for his contributions to aligning corporate strategies with big data frameworks, Dr. Alekberli has published extensively on the integration of IoT and AI in governance.
Dr. Alekberli is an Azerbaijani telecommunications engineer and PhD in Management specializing in Information Systems. Since 2023, he has been serving as the Deputy Minister for Digital Development and Transport of the Nakhchivan Autonomous Republic, acting as the Minister..[1]
He is also a member of the Coordination Council for Internet Development under the Ministry of Digital Development and Transport, a member of the Internet Society of Azerbaijan (ISOC Azerbaijan), and a member of Internet Society UK and Japan.[1]
Early life and education
Dr. Rahid Alekberli was born on February 22, 1977, in Azerbaijan, into a family of educators. His father was an informatics teacher, and his mother was a mathematics teacher, nurtured his early interest in science and technology.[2][3]
In 1994–1998, he earned a bachelor's degree in Construction and Technology of Radio-Electronic Devices from the Azerbaijan Technical University.[4] He continued at the same university, earning a Master of Science degree in 1998–2000, graduating with honors.[5]
Between 2000 and 2003, he pursued postgraduate research at the Azerbaijan National Academy of Sciences (ANAS), focusing on automation of physical processes and information technologies.[6]
In 2017–2020, he obtained a Master of Science in Information Systems Management from the University of Liverpool, UK. His thesis, "Developing a Data-Driven Radio Frequency Administration for Spectrum-Sharing and Utilization in Azerbaijan", explored radio spectrum regulation.[7]
From 2021 to 2023, he completed a Master of Philosophy (MPhil) in Information Systems Management at Walden University, USA, with research on Big Data governance in Caspian Basin transport hubs.[8] He later earned a PhD in Information Systems Management from the same university, focusing on Big Data and cybersecurity frameworks.[9][10]
Professional career
Dr. Rahid Alekberli began his professional career in 1996 as a technician at the "Baku City Telephone Communication" Production Association, the national telecommunications operator of Azerbaijan, while still a student.[5][11][12]
- 1997 – 1999: Worked as a computer programmer at the medical institution, specializing in medical software development.[5][13][14]
- 2001: Played a role in the establishment of Azerbaijan’s first state-owned Internet Service Provider (ISP), Bakinternet, as a leading engineer.[5]
- 2001 – 2013: Served at Delta Telecom, the national telecommunications provider of Azerbaijan, in multiple leadership roles:

- 2002–2006: Chief Engineer[5][1]
- 2006–2013: Chief Technology Officer (CTO)[5][1]
- 2013: Chief Commercial Officer (CCO), overseeing strategic business development and telecom expansion.[15][16]
- 2013 – 2018: Chief Information Officer (CIO) at ADA University (Azerbaijan Diplomatic Academy), under the Ministry of Foreign Affairs of Azerbaijan, where he led digital transformation projects and IT infrastructure modernization.[5][17]
- 2018 – 2021: Appointed Chief of the State Radio Frequencies Administration at the Ministry of Digital Development and Transport of Azerbaijan, overseeing national radio frequency regulations and spectrum management.[18][19][20]
- 2021 – 2022: Served as Advisor to the Minister at the Ministry of Digital Development and Transport of Azerbaijan, contributing to national digital strategy and cybersecurity policies.[4][19][20]
- 2022: Elected as founding Chairperson of the Board at the Azerbaijan Cybersecurity Organizations Association, focusing on cybersecurity policies and digital risk management.[21][22][23]
- 2022 – 2023: Chief Information Officer (CIO) at the Port of Baku, leading digitalization efforts in smart logistics and IT infrastructure.[4]
- 2023: Served as Minister for Communication and New Technologies of the Nakhchivan Autonomous Republic (September–October 2023), working on regional telecommunication and IT policy development.[24][25]
- 2023 – Present: Appointed as Deputy Minister and Acting Minister for Digital Development and Transport of the Nakhchivan Autonomous Republic, where he oversees telecom infrastructure projects, fiber-optic networks, and smart transport solutions.[24][25]
