Richard L. Tucker is an American civil engineer and academic known for his contributions to construction management and industrial engineering. He is Professor Emeritus at the University of Texas at Austin and the founding director of the Construction Industry Institute (CII), a leading research consortium in the construction industry.
Education and early career
Tucker earned his B.S., M.S., and Ph.D. degrees in civil engineering from the University of Texas at Austin. Prior to joining the faculty at UT Austin in 1976, he served as Vice President of Research at Luther Hill & Associates and Associate Dean of Engineering at the University of Texas at Arlington.[1]
Professional contributions
In 1983, Tucker led the establishment of the Construction Industry Institute (CII), aimed at improving cost-effectiveness and productivity in the construction industry through collaborative research. He served as the institute’s director until his retirement in 1998.
Tucker also played a key role in the Construction Industry Cost Effectiveness (CICE) project sponsored by the Business Roundtable from 1978 to 1982. In 1999, he founded the National Academy of Construction (NAC) and served as its first General Secretary until 2015.

He is also a member of the National Academy of Engineering (NAE) and the National Academy of Construction (NAC).
Personal life
Tucker resides in Austin, Texas with his wife, Shirley. They have two children, Bryan and Karen, and four grandchildren.[5]
