Satyendra Chandra Guria (also spelt Ghuria; 13 December 1933 – 24 April 2010) was an Indian politician, journalist, and public administrator associated with the Indian National Congress. He represented the Nainital constituency in the Eighth Lok Sabha from 1984 to 1989, having previously served as a member of the Uttar Pradesh Legislative Assembly from 1980 to 1984.[1][2] A journalist by profession, he edited the Hindi weekly newspaper Loktantra for more than three decades and served as President of the District Journalists Association, Kashipur.[1]
Early life and education
Satyendra Chandra Guria was born on 13 December 1933 in Kashipur, in what was then the United Provinces of British India. He completed his schooling at Udayraj Hindu Inter College, Kashipur, an institution with whose Managing Committee he would later serve as a member.[1]
Journalism career
Before entering electoral politics, Guria built a career in Hindi-language journalism. He served as President of the District Journalists Association, Kashipur for four years, and was the editor of Loktantra, a Hindi weekly newspaper based in Kashipur, for more than three decades.[1] He was also a member of the Shri Hindi Prem Sabha, Kashipur.[1]
Political career
Uttar Pradesh Legislative Assembly (1980–1984)
Guria entered electoral politics when he was elected to the Uttar Pradesh Legislative Assembly in 1980, representing the Kashipur constituency. During this period he served as Deputy Minister for Sugarcane, Irrigation and Industry in the Government of Uttar Pradesh in 1984, working within an administration led by Chief Minister Narayan Dutt Tiwari.[1]
Member of Parliament (1984–1989)
In the 1984 general election, Guria was elected to the Eighth Lok Sabha representing the Nainital constituency on an Indian National Congress ticket, succeeding Narayan Dutt Tiwari who had held the seat in 1980.[1][3][2] During his tenure as MP, he worked actively on the development of his constituency. He inaugurated an Electronic Telephone Exchange in Kashipur, facilitated the opening of a regional office of Punjab National Bank, and inaugurated a Mini Depot of the Uttar Pradesh State Employees Welfare Corporation to serve government employees across Kashipur, Jaspur, Bajpur, and Ramnagar. He also represented his constituency at national events, including inaugurating the "Uttar Pradesh Mein Nehru" photographic exhibition in Kashipur during the Nehru Birth Centenary Year of 1989, standing in for Chief Minister Narayan Dutt Tiwari.
Later political career in Uttarakhand
Following the creation of Uttarakhand as a separate state carved out of Uttar Pradesh in 2000, Guria remained active in regional politics and held a Cabinet-rank ministerial position in the Uttarakhand state government from 2004 to 2007.
Administrative roles
Guria held a number of administrative positions alongside his political career. He served as Director of the Kumaon Vikas Nigam, Nainital, and as a member of the Administrative Board of Govind Ballabh Pant University of Agriculture and Technology, Pantnagar, the Management Board of Kumaon University, Nainital, and the Uttar Pradesh Hindi Sansthan.[1]
Death and legacy
Guria died on 24 April 2010 in New Delhi at the age of 77.[1][3] His death was formally acknowledged in the Lok Sabha by Speaker Meira Kumar, who read an obituary reference on the floor of the House on 28 April 2010, describing him as "a journalist by profession" and "a man of letters".[4] The reference was also published in the Journal of Parliamentary Information in September 2010.[5]
Several educational institutions in Kashipur bear his name, including Satyendra Chandra Guria Law College and Satyendra Chandra Guria Institute of Management and Technology (SCG IMT). Annual birth anniversary and death anniversary events are held in Kashipur in his memory.
