Selinus University of Science and Literature
Selinus University is a legally registered IBC in the Commonwealth of Dominica. Its academic activities though, take entirely place in its Italian branches.
Selinus was founded in March 1998 as a non-formal university addressing adult students, professionals, managers, entrepreneurs, in order to provide them with study programs leading to Bachelor, Master and PhD degrees.
In 2021, Selinus "University" came to public attention, especially in Germany. It became public in March 2021 that the politician Olaf Levonen (SPD) had been awarded a non-formal PhD degree from Selinus in March 2020 and then used this title publicly without ever having been awarded a PhD degree from any recognised university, until the affair had been revealed by investigative journalists.
Business operations[edit]
Its curricula are globally distributed by Uniselinus Europa LTD in London through its subsidiaries and support offices (local branches). In Italy, as Uniselinus Europe Networking University srl, it is legally authorized as a foreign institution under Presidential Decree No. 389 of April 18, 1994.
Organisation[edit]
Selinus University has voluntarily decided not to get any governmental accreditation. However, it has several private international partnerships and accreditations. Selinus University claims a legitimate commitment to build a quality education that is not necessarily based on governmental standards; it rather focuses on professional needs, offering fitting solutions for adult learners who get more and more busy with family and work commitments. As an alternative to a traditional university, Selinus allows them not to give up on their academic goals, displaying a path leading to them instead.
The institution operates on self-regulation and aims at issuing degrees having a real value: they can be useful for career advancement of managers, entrepreneurs and professionals. Selinus self-regulatory regime allows proper flexibility for professional learners who cannot and do not want to return to a traditional university.
Non formal Degrees[edit]
All degrees awarded by Selinus University are non-formal academic degrees valid for many purposes but not for all. Normally, their recognition is discretionary.
The institution awards the following titles:
- Diploma Specialist & Expert (all disciplines; this requires between 200 and 300 hours of online learning.[1])
- Bachelor Degrees (all fields of study; for this, supposedly 6000 hours of workload have to be completed; price: 8,400.00 euros[2])
- Master Degrees (all disciplines; supposedly 2000 hours of workload; price: 2,800.00 Euro[3])
- Doctoral programmes (all disciplines; 2,757.00 euros)
- Honorary Doctorates (for demonstrable social commitment; direct purchase after submission of a curriculum vitae; no price details published[4])
However, since 70% of the course duration of most of the Bachelor's and Master's programmes are covered by professional experience (applicants must be at least 30 years old), the actual effort required to obtain the titles is negligible[2].
In most countries, the mere acquisition of the respective degrees does not constitute a criminal act. However, as the "academic" degrees are used in public or in business relations, the holder is usually liable to prosecution for misuse of titles (in Germany, for example, under section 132a of the German Criminal Code).
In the mentioned case of the German politician Levonen, who has been decorated with a PhD from Selinus University, the public prosecutor's office, as responsible criminal investigation authority, has already opened an investigation[5].

- Edward Robert Raupp, emeritus professor of economics at The University of Georgia (Tbilisi).[10]: Obtained a Selinus' "PhD in English Language & Literature" in 2019[9]
- Hussein Abaza, senior advisor to the Egyptian Minister of Environment[11]: Obtained a Selinus' "Phd in Sustainable Urban Development in Egypt" in 2018, is also active as an "associate professor" at Selinus "University"[12]
- Miguel Hernán Sandoval Vegas, principal professor of biological chemistry at the National University of San Marcos, Peru[13]: Active as an "associate professor" at Selinus "University".[14]
- Rudi Amalia Loli Ponce, principal professor of the National University of San Marcos Medical School, Peru[15]: Active as an "associate professor" at Selinus "University"[16]
