Sir William President's Law

Sir William's 'President' law defines that after the number 4 card regardless in the nipe is played, it is permissible to immediately play a card of lesser value (in the event that the player does not own it he does not play, thus not taking advantage of the power-up provided by the card) in any quantity (e.g. after a 3 is played, a player may play a 4 and immediately play three '3's, changing the tuples required to participate).
