The (Latin) (letter) small capital reversed R ⟨ᴙ⟩ is a letter of the Latin script.[1]
It is only used in phonetics[2] and is encoded in the Unicode block "Phonetic Extensions",[3][4][5][6][7][8] which could be the reason it is lowercase only.
This character in fonts, even if the same, can look different on different operating systems,[9] but this probably isn't unique to this character.
Alphabetically, It comes after the Latin letter R rotunda ⟨Ꝛ ꝛ⟩ and comes before the Latin letter Small capital R with right leg ⟨ꭆ⟩
History
In the Finno-Ugric transcription, rotated letters indicate reduced sounds, such as shorter vowels. Small capital letters denote voicelessness. However, ɹ is already used for the alveolar approximant in the IPA and couldn't be used for a reduced alveolar trill, while ᴚ is used for a devoiced alveolar approximant in the Finno-Ugric transcription, so mirroring is used as a last-resort substitute for rotation. [10]
Appearance
It is similar in appearance to the Cyrillic letter Я я, but is distinct from it [11] and is probably based off of a reversed small capital version of the Latin letter R.

Phonetics (rare)
ᴙ is rarely used in phonetics for an epiglottal trill.[2]
Finno-Ugric transcription
ᴙ is used in the Finno-Ugric transcription to represent a weakly trilled [r] [11] [2] (approximately [r͉] in the (ext)IPA).
Finno-Ugric transcription (small capital reversed n)

There is also a similar character small capital reversed n (ᴎ ᴻ, lowercase and superscript only), which is used in the Finno-Ugric transcription to represent the voiceless velar nasal [11] /ŋ̊/, which is similar to the pronunciation of the ng in the word anything, but voiceless. It looks similar to the Cyrillic letter И и, and in fact many earlier UPA documents used Cyrillic letters, but the structure of the UPA itself makes it clear that reversed Latin letters are intended. [11]
Obsolete IPA
ᴙ was used in the International Phonetic Alphabet for a voiceless uvular trill, it was withdrawn in 1912 and has been replaced by ⟨ʀ̥⟩,[2] a diacritic combination of the symbol small capital r ⟨ʀ⟩, which represents the voiced uvular trill and a ring diacritic ⟨◌̥⟩, which indicates voicelessness, and thus the IPA no longer has a dedicated symbol for the voiceless uvular trill.
