Turned r with mid-height left hook ⟨
⟩ is a Latin script letter. It is used in the "RFE phonetic alphabet" to represent a "lax alveolar trill".[1]

Currently, it is not supported by Unicode. However, there is a Unicode proposal for it,[1] though in the mean time, the following HTML can be used:
