Víctor Miguel Marroquín Merino (born February 10, 1962) is a Peruvian lawyer. He is President of the Harvard Law School Association of Peru[1][2] and former President of the Harvard Club of Peru from 2013 to 2017.[3][4][5] His family's company, Marroquín & Merino, was founded in 1945 by his grandfather, the late Víctor Francisco Marroquín Andía, a prominent Peruvian jurist and judge, who was President of the Peruvian Labor Court.

Marroquín has received numerous awards for his work, including the International Lawyer of the Year Award in 1994 by the University of Miami and the Best Individual Lawyer Award, Peru in 2011 and 2012 by the British economy and business annual magazine World Finance. Under his leadership, Marroquín & Merino has been included in the World Finance 100 and has won the World Finance award for the Best M&A Company in Peru from 2010 to 2014.[6][7]

Early life and education[edit]

Marroquín was born in Lima, Peru, on February 10, 1962. His father, Víctor Santiago Marroquín Rubio (1930-2015), was a decorated officer of the Peruvian Air Force and public servant in the Ministry of Health during the 1970s. His mother is Isabel Merino Deza.

After finishing high school at the Sacred Hearts Recoleta School in 1979,[8] he enrolled in the Peruvian Naval School. Between 1980 and 1982, he attended the Pontifical Catholic University of Peru, pursuing a law degree. He would ultimately relocate to the United States in 1984. After two years of undergraduate study at Miami Dade Community College, he transferred to the University of Miami, where he graduated in 1989 with a bachelor's degree in history and literature. Soon after graduation, he was admitted to the University of Miami School of Law, where he attained a Juris Doctor (J.D.) with honors in 1992.[9] During his law school years, he founded the University of Miami International & Comparative Law Review, where he served as the first editor in-chief of the annual journal.[10][11] In 1993, he graduated magna cum laude with a Master of Laws (LL.M.) from Harvard Law School. His thesis titled Wildlife Utilization: A New International Mechanism for the Protection of Biological Diversity was published in 1994 by the International Law Institute at Georgetown University.[12][13]

Career[edit]

Subsequently, after graduating from Harvard, Marroquín was invited to join the Legal Department of the International Monetary Fund, relocating in Washington, DC, where he worked on various international projects related to legal and financial matters in Europe and the United States. After his tenure at the IMF, Marroquín joined Baker & McKenzie as a member of their Latin American Exercise Group. He resided in Chicago, where, in addition to participating in other major projects and transactions, served as project manager for the team of lawyers who represented the Peruvian government in the privatization of the country's airports, ports, railways, and power facilities. This included the granting of a master concession in Lima from Jorge Chávez International Airport, the BOOT contract for the main electricity transmission line in Peru, and the concessions of hydrocarbon licenses, exploitation, transportation and distribution of the Camisea Gas Project, one of the world's largest natural gas deposits, in Cusco, Peru.

Upon leaving Baker & McKenzie in mid-2000, he relocated with his family in Lima, Peru. Continuing his grandfather's law firm, he renamed it Marroquín & Merino: International Legal Advisors, specializing in complex mergers and acquisitions,[14] finance, insolvency, taxes and civil litigation.[15] Among other activities, Marroquín taught Corporate Law at the Graduate School of the University of the Pacific and since 2002 serves as the country representative of Harvard Law School in Peru.[16] He is also the President of the International Institute for Dispute Resolution in Peru and a member of the board of directors of several Peruvian companies and non-profit institutions. His opinion is actively sought by the media on important issues of Peruvian law and politics.[17][18]
