Vandeth Chea
Vandeth Chea is the minister of the Ministry of Post and Telecommunications which manages the post, telecommunications and ICT sectors in the Kingdom of Cambodia based on free market and social equity principles. He was born on 2 August,1971 in Phum Chheur Kach, Khum Roarng Dom Rei, Srok Ba Phnom, Prey Veng Province.[1]
Early life and Educational Background[edit]
Vandeth Chea was born in Ba Phnom district, a district located in Prey Veng Province, in south eastern Cambodia.[1]
In 1994, he completed his degree in Masters of economics from Russia. While in Russia, Chea also obtained his Doctor of Philosophy (PhD) in economics in 1997. He recently completed his Executive Master of Business Administration degree in 2016 from the Nanyang Technological University, Singapore.[2]
Career[edit]
Chea started out as an economics lecturer and worked at Norton University and University of Puthisastra between 1997 and 2002.[2] In 1999, he was also appointed as the Office Chief of Economy by the Department of International Relations, Office of the Council of Ministers. Consequently in 2001, he was promoted as the Deputy Director of the same. He also served as an Assistant to His Excellency An Sok,while being the Co-Minister in charge of the Office of the Council of Ministers from 1997 to 2004.[1]
Between 2002 and 2008, Chea served as the member of the 1st and 2nd Mandate of the Board of Directors of the Cambodian Reinsurance Company while also serving as the Advisor and Director of the Office of Deputy Prime Minister An Sok and Minister in charge of the Office of the Council of Ministers, and Member of the 1st Mandate of the Board of Directors of the Telecom Cambodia from 2004 and 2005 respectively up until 2008.[1]
In 2008, he was appointed as the chairperson of the permanent working group on Preah Vihear Temple’s issue. During his tenure which lasted until 2015 he was also the chairperson of the working group on Translation of Judgment on Preah Vihear Temple of the International Court of Justice (The Hague) dated 15 June 1962 into Khmer for publication.[1]
In 2013, Chea became the founder of the American University of Phnom Penh (AUPP).[2] In the same year, he was the chairperson of the working group on drafting of white paper of the OCM concerning the 2013 General Election for the 5th Mandate of the National Assembly of the Kingdom of Cambodia. Similarly, he was the chairperson of the working group on drafting of clarifications of the Office of the Council of Ministers (OCM) concerning “The Joint Report on the conduct of the 2013 Cambodian Elections” by the Electoral Reform Alliance till 2014.[1]
Chea served as the Advisor to the Royal Government of Cambodia from 2013 to 2017. In 2017, he was the chairperson of the working group on drafting of white paper of the Office of the Council of Ministers on the political situation in Cambodia ”strengthening the Rule of Law and Liberal Democratic Process.“[1]
Subsequently, he served as the Member of Parliament (Cambodian People’s Party) representing the Takeo Constituent from 2017 to 2020. He was also the chairman of the Parliament’s commission on planning, investment, agriculture, rural development, environment and water resources between 2018 and 2020.[3]
At present, Chea is appointed as the Minister of Post and Telecommunications since 2020.

Chea is married and has a daughter.[1][4]
