Vasundhara Yojana is a land reform scheme in Odisha, India implemented by the Revenue and Disaster Management Department of the Government of Odisha. The purpose to reduce poverty by providing homestead land ,and giving legal rights to the beneficiaries of the homestead land The government would provide 4 decimals of government's land to beneficiaries who should be legal resident of Odisha state ,The applicant has to declare under oath that neither the beneficiary nor his member of family giving together has any homestead land anywhere in the state or has decimal of land in villages under tahasil which is not adequate for living purpose and if a person having little own homestead i.e 1 or 2 decimal which is inadequate for healthy living will also get the benefit.The income criterion is the beneficiary should be earning less than 15,000 rupees per annum and the income of unskilled worker working in agricultural sector linked to the rate of minimum wage fixed by state government[1][2][3]

Odisha has 52,511 revenue villages and about 4,091 pada villages to be converted into revenue villages there are 104 urban locations including 63 Notified Area Councils (NACs),37 municipalities and three municipal Corporations in the state,1000 of homeless families are living in the urban and outskirt areas,[4]The government has also initiated a program to provide land for needy people in urban area outside the slums area. The housing & urban development department will formulate a scheme for settlement of government land non-slums needy people in urban areas who are not covered under Odisha Land Rights slum dwellers Act,2017[5] According to a survey in 2004-05, around 2,493,347 homesteadless families were in the state. Out of these 229,885 families were provided with homestead land during 2005-08 ,in 2011, 149,266 and in 2013, 115,827. [6] ,about 5.42 lakh families have been alloted homestead plots by the state government and lakhs of poor landless families have received small plot through government initiative government allot homestead to transgender and differently abled person,In the year 2017 government of Odisha alloted homestead land to around 10,000 homeless transgender of the state.[7],[8][9]
