Vasundhara Yojana is a land reform scheme in Odisha, India implemented by the Revenue and Disaster Management Department of the Government of Odisha. The purpose is to reduce poverty by providing homestead land and giving legal rights to the beneficiaries of the homestead land. The government would provide 4 decimals of government land to beneficiaries who are legal residents of Odisha state. The applicant has to declare under oath that neither the beneficiary nor a member of their family collectively has any homestead land anywhere in the state, or has an inadequate amount of land in villages under a tahasil for living purposes. If a person has a small homestead, i.e., 1 or 2 decimals, which is inadequate for healthy living, they will also benefit. The income criterion is that the beneficiary should be earning less than 15,000 rupees per annum, and the income of an unskilled worker working in the agricultural sector is linked to the rate of minimum wage fixed by the state government[1][2][3]
Overview
Odisha has 52,511 revenue villages and about 4,091 pada villages to be converted into revenue villages. There are 104 urban locations including 63 Notified Area Councils (NACs), 37 municipalities and three municipal Corporations in the state. 1,000 homeless families are living in urban and outskirts areas,[4] The government has also initiated a program to provide land for needy people in urban areas outside slum areas. The housing & urban development department will formulate a scheme for settlement of government land for non-slum needy people in urban areas who are not covered under the Odisha Land Rights slum dwellers Act, 2017[5] According to a survey in 2004-05, around 2,493,347 homesteadless families were in the state. Out of these, 229,885 families were provided with homestead land during 2005-08, in 2011, 149,266 and in 2013, 115,827. [6] About 5.42 lakh families have been allotted homestead plots by the state government, and lakhs of poor landless families have received small plots through government initiatives. The government allots homesteads to transgender and differently abled persons. In 2017, the government of Odisha allotted homestead land to around 10,000 homeless transgender people of the state.[7][8][9]
