Viadrina Compliance Center

The Viadrina Compliance Center (abbreviated as VCC) is a research institute at the European University Viadrina. The initiator and director of the VCC is Bartosz Makowicz. At the interdisciplinary VCC, projects around compliance management and integrity are successfully carried out. The institution consists of two main sections: The Viadrina Compliance Center is the supreme unit of the institute, whereas the Department of Research for Security Industry and Corporate Security (FORSI) is merged into the VCC .

Structure[edit]

Viadrina Compliance Center (VCC)[edit]

VCC deals with the critical scientific examination of compliance in Germany, but also beyond the geographic borders. The work of this institution is characterized by treating compliance from various perspectives like the scientific and interdisciplinary perspective. The findings of law, business administration and sociology are linked with one another. The VCC is in close contact with all stakeholders.

Department of Research for Security Industry and Corporate Security (FORSI)[edit]

FORSI was established in 1999 by Prof. Rolf Stober as a research centre for the security sector, managed at DUW Berlin, and since 1/1/2015 it has merged as a research department with VCC. It completes the compliance focus of VCC with extensive aspects of corporate security and safety business (Security Compliance). FORSI has been engaged primarily with companies of the security services (guarding and protection companies). These activities are now extended to all operational and entrepreneurial safety aspects (commercial, operational, consultative and infrastructural) - thus FORSI is able to solve security issues from one mould. The development of FORSI is a logical and necessary continuation of the previously treated legal and security issues, which were in tension between self-responsible private security and security organized under public law. The background for this is that the economic security demands have risen dramatically. The internal and external threats to companies (corruption, espionage, theft, cyber crime, etc.) are increasing, without the whole subject-matter being scientifically analyzed and systemized sufficiently.

Researchers[edit]

The VCC has a large number of researchers as well as a team consisting of research assistants. Director of the VCC is Bartosz Makowicz. The researchers are Sonja Wüstemann, Jan. C. Joerden, Anna Schwarz, Christoph Brömmelmeyer, Rolf Stober and Nicole Schwarz.

Promotion of young reasearchers[edit]

The VCC supports activities of younger generations. So there are dissertation projects, in which the support is taken over in the context of the research. In addition, lectures on compliance topics are offered at the European University Viadrina.

Research activities[edit]

The Viadrina Compliance Center carries out various research projects to review already existing compliance concepts, develop new concepts and make a scientific contribution to the further development of the compliance culture. Scientists from different disciplines are involved in the work of the VCC and this serves to consider compliance as an interdisciplinary matter. The activities of the Viadrina Compliance Center are based on the treatment of compliance issues as well as security issues from intra- and interdisciplinary perspectives. This means that different areas of law (civil law, labor law, criminal law, criminology, constitutional law, administrative law) and economic areas (business administration, economics) are included in the investigations and projects. The work of the institution is project-related in interdisciplinary research teams.

The VCC works with the help of the so-called think-tank model, which is based on the fact that there is a strong practical relevance despite scientific approaches. The practical relevance offers the possibility to bring in real experiences of the economy into the scientific processing of the topic. In addition, this allows the analysis of scientific concepts for their feasibility and practicability. The VCC works closely with other institutions and organizes various meetings and congresses that serve as an exchange platform for representatives of science, industry, government institutions and politics. In addition, the research institute collaborates with strategic partners in various projects.

Projects (selection)[edit]

Compliance and Integrity Competence Package (CIK)[edit]

The aim of the project is to promote integrity and fairness in business practices. As part of the project, a basic model for compliance management systems (CMS basic model) is being developed, which should be novel and at the same time take into account existing approaches and requirements. Guidelines will also be developed to support the work of Compliance Officers. As part of the project there will be also expert workshops and webinars, which serve to exchange and communicate results of the research work.

The order of the security market (OSiMa)[edit]

The project is a joint project with the Brandenburg Institute for Society and Security (BIGS) as the consortium leader. The consortium consists of the Fraunhofer Institute for Open Communication Systems (FOKUS), the European University Viadrina, the Friedrich Schiller University Jena, the University of Potsdam and the Federal Association of the Security Industry (BDSW). It focuses on the private security industry and explores the possibilities of the private security market, innovative services and the organization of these services. In addition, the project deals with technological developments and the possible influence of these on the market development.

ISO standardization work[edit]

Cooperation in the DIN working group for ISO 19600 Compliance Management Systems and ISO 37001 Anti-bribery management systems.

Good Governance[edit]

The VCC is represented on the Compliance Committee of the Polish Stock Exchange. The cooperation aims to promote compliance culture in Polish companies and to anchor compliance in the Good Governance Code published by the Polish Stock Exchange.

Close contact of the VCC with the Southeast-German Center for Public Policy and Good Governance at Thammast University in Bangkok. Implementation of projects to promote compliance development and corruption prevention in Southeast Asia.

Events (selection)[edit]

Viadrina Compliance Congress (VCC)[edit]

Annual event in cooperation with the Compliance Academy. On two days of the event, representatives of science, politics and the economy will be given the opportunity to discuss various issues relating to compliance.

FORSI Security Days - previously "Security Day" (SiWiTa)[edit]

The tradition of hosting this event began in 2000. The relocation of the FORSI to the Viadrina Compliance Center extended the range of topics being discussed on this event. During the FORSI Security Days various scientific and practical topics are being discussed.

Cologne Compliance Panel (CCP)[edit]

The VCC is working together with the Bundesanzeiger Verlag and the Compliance Academy at this event. The Cologne Compliance Panel in Cologne deals with medium-sized compliance issues and is organized up to twice a year.

Roundtables[edit]

Since 2013, the VCC is organizing roundtables compliance for Polish compliance experts up to three times a year in Warsaw.

German-Polish Forum for Law and Economics (FoWirt)[edit]

Since 2010, the German-Polish Forum for Law and Economics has been held annually and offers a platform for German and Polish business and corporate lawyers, business representatives and academics. Also involved in the event are government officials, members of national and international organizations, associations and individuals involved in national and European legislation.

VACO[edit]

Intensive Course Approved Compliance Officer for practice-oriented introduction to the topic of compliance and teaching of the most important tools and compliance methods. VACO is suitable for persons who are interested in the profession of compliance officer or already practice this profession.
