Wade Warren is an American diplomat who served as acting administrator of the United States Agency for International Development (USAID) in 2017. As of May 2018, he was the chief strategy officer for international development at Deloitte Consulting.[1][2][3][4]

Prior to his role as acting administrator, Warren served in a broad range of senior management positions during his 27 years with USAID, the world's largest bilateral aid agency with 12,000 people and more than $25 billion in annual funding.[5] In his previous roles as Assistant to the administrator for the Bureau for Policy, Planning and Learning and the senior deputy assistant administrator in the Bureau for Global Health, Warren had responsibility for strategic planning, budgeting, procurement, human resources, project design, monitoring and evaluation, and communications. Warren also served as the acting chief operating officer of the State Department's Office of the Director of United States Foreign Assistance, where he had overall responsibility for strategic planning, budgeting, program planning, and performance reporting for $32 billion annually in foreign assistance.[6][2][3][4]

During his time as acting administrator, Warren circulated a re-write of USAID's mission statement. The proposed change to the mission statement was part of the Trump administration's effort to cut foreign aid spending and merge USAID with the Department of State.[7]

During his tenure at USAID, Warren was posted in Zimbabwe and Botswana.[3]

Warren worked as the chief financial officer of the United States Telecommunications Training Institute and as a legislative director in the United States House of Representatives prior to joining USAID.[2][4]
