Wycliffe Kaggwa

Wycliffe Kaggwa is a Ugandan environmental and water resource specialist with interdisciplinary expertise in the fields of irrigation and drainage, water supply, hydrology and hydraulics, and GIS and remote sensing. Based in Kampala, Central Uganda, he has been part of various water resources projects, participating as a design team member. He has been a team member on multiple projects implemented by private individuals, NGOs, institutions, and the government.

Early Life and Education

Wycliffe was born and raised in Mukono district, Uganda. Wycliffe attended Busitema University, one of Uganda’s public institutions for engineering and applied sciences. He graduated with a Bachelor of Science degree in Water Resources Engineering[1], where he exceled in various aspects of water resources engineering including hydrology, fluid mechanics, and irrigation & drainage. Wycliffe also completed a postgraduate program in project planning and managment at Uganda Management Institute (UMI), graduating in 2024[2] In addition to his academic training, Wycliffe was elected as a Graduate Member of the Uganda Institution of Professional Engineers (UIPE) in December 2024, affirming his technical competence and commitment to professional standards in water resources engineering.[3]

Career

Over the past years, Wycliffe has worked with NGOs, private firms, and government agencies to deliver water infrastructure solutions tailored to Uganda’s diverse environmental contexts. Wycliffe has led and contributed to numerous consultancy and development projects across Uganda.

Selected Projects

EPC Solar Irrigation Project – Nexus Green Limited (2023–2024)

Wycliffe served as a sub-consultant on Nexus Green Limited’s Engineering, Procurement, and Construction (EPC) project focused on solar-powered irrigation systems across Uganda. The project aimed to enhance agricultural productivity and water access through off-grid solar installations. His role involved technical support in site assessments, hydraulic design validation, and community-level training modules. The initiative was part of Nexus Green’s broader turnkey strategy to deliver sustainable energy solutions aligned with Uganda’s climate resilience goals. [4]

Piped Water Supply Systems Supervision – World Vision Uganda (2019)

In 2019, Wycliffe served as a sub-consultant on a World Vision Uganda initiative to design and supervise 15 piped water supply systems across Eastern and Northern Uganda. The project aimed to improve access to clean water in underserved communities such as Paya, Lunyo, and Malongwe. His responsibilities included hydraulic design, site supervision, and coordination with local stakeholders to ensure technical compliance and community ownership. The systems featured solar-powered pumping units, elevated steel reservoirs, and public standposts, contributing to improved health outcomes, reduced water-fetching time, and enhanced school attendance. Contributions

Wycliffe’s work is not only limited to projects but also spans various aspects of engineering, including professional development and knowledge sharing. Wycliffe has contributed as a design reviewer on multiple Engineers Without Borders UK's Engineering for People Design Challenges, where he has offered professional advice and support to Engineering students from different universities in Europe and Africa.[7]

Through participating in IHE Delft's AfriAlliance MOOC on social innovation in Water and climate change in africa in 2020, Wycliffe published an article titled, "Community engagement in sustainable water resource management" [8] geared towards promoting social innovation towards tackling climate change related challenges in Africa.
