On November 22, 2023, a car crashed and exploded at the Rainbow Bridge border crossing in Niagara Falls, New York along the Canada–United States border, killing the vehicle's two occupants and injuring a U.S. Customs and Border Protection officer. While initially treated as a possible terrorist attack, that possibility was soon ruled out and investigators said the car may have malfunctioned or the driver may have suffered a medical emergency.[1]

Background[edit]

The crash occurred one day before the American observation of Thanksgiving, a period of heightened travel in the United States.[2] Fears of a terror attack had been heightened in New York following a report by the New York State Intelligence Center highlighting increased chatter about an attack within the state due to the ongoing Israel–Hamas War causing a rise of antisemitism, Islamophobia, and anti-Western sentiment. A police source had also stated that the incident could have been a result of a terrorist attack, but this was later denied in a police statement.[3]

Explosion[edit]

On November 22, 2023, at approximately 11:22 a.m.,[4] a white 2022 Bentley Flying Spur[5] went airborne and crashed at the Rainbow Bridge.[6] According to several law enforcement sources, the driver entered the bridge plaza from the United States side of the bridge at a high speed.[7] Eyewitnesses said that the vehicle then crashed into the checkpoint structure, resulting in a fire and explosion.[8]

Victims[edit]

The car's two occupants were a husband and wife, both 53, of Grand Island, New York.[9]

Aftermath[edit]

The Buffalo Niagara International Airport increased security checks.[10][11] All four border crossings in the region—the Rainbow Bridge, Peace Bridge, Lewiston–Queenston Bridge and Whirlpool Bridge—were closed.[12] All bridges except for the Rainbow Bridge were reopened later in the day.[13] Amtrak temporarily suspended their cross-border services between New York and Ontario.[14]

The Niagara Frontier Transportation Authority is coordinating its response with the Transportation Security Administration and the Department of Homeland Security.[15] The Joint Terrorism Task Force and New York State Police are monitoring all points of entry into New York.[16]

Investigation[edit]

The Federal Bureau of Investigation, Royal Canadian Mounted Police and Canada Border Services Agency investigated the incident.[17][18]

A preliminary assessment determined that the explosion was likely caused by a reckless driver.[19] No explosive devices were found.[20] The mayor of Niagara Falls, New York, Robert Restaino, believed that the vehicle had experienced a sudden unintended acceleration as it approached the border checkpoint.[21] Niagara Falls Police Superintendent John Faso stated that the car was a 2022 Bentley Flying Spur.[5] Bentley had recalled certain Flying Spur models due to a manufacturing flaw that could cause the accelerator pedal to not return to its resting position when released by the driver, though the recall only covered model years 2018–2021.[22]

President Joe Biden was briefed according to White House press secretary Karine Jean-Pierre;[23] Biden was in Nantucket, Massachusetts for Thanksgiving.[24] Transportation secretary Pete Buttigieg was briefed about the explosion and spoke with Canadian Minister of Transport Pablo Rodriguez.[25][26] Attorney General Merrick Garland was briefed according to the Department of Justice.[27]

A number of American politicians referred to the incident as a "attempted terrorist attack" in the immediate aftermath and following faulty reports from news outlets such as Fox News that it was such.[28] Republican presidential candidate Vivek Ramaswamy used the incident to call for a wall to be built across the U.S.–Canadian border. Florida Republican representative Anna Paulina Luna called for the borders to be closed and that "full deportation efforts" needed to begin. Arizona Senate candidate Kari Lake accused President Joe Biden of "inviting this kind of chaos into our country" and that "it was only a matter of time before bad people took him up on his offer". Upon further reports dismissing that the incident was terror–related, some walked back on their statements and others maintained their stances about border security.[29]

Canada[edit]

The Leader of the Conservative Party and the Opposition, Pierre Poilievre, questioned Prime Minister Justin Trudeau in the House of Commons about the incident at the beginning of Question Period, referring to it as a terrorist attack. Trudeau then remarked that the explosion was a "very serious situation."[30][31] Public Safety Minister Dominic LeBlanc has been working alongside U.S. authorities, the Royal Canadian Mounted Police, and border service agencies.[12] The Toronto Police Service increased patrols around the city "out of an abundance of caution".[32]

While initially treated as a possible terrorist attack, further investigation revealed that there was no element of terrorism at play.[33][33][34]
