Andreas S. Kakouris is a Cypriot diplomat who serves as the incumbent Special Envoy for Multilateralism of the Ministry of Foreign Affairs of the Republic of Cyprus.[1][2][3][4][5]

From 2024 to 2025, he served as Permanent Secretary of the Ministry of Foreign Affairs.[6][7] He was also the candidate of Cyprus for the position of President of the eighty-first session of the United Nations General Assembly.[8][9][10][11]

Early life and education

Kakouris was born in the United Kingdom.[12][13] In 1981 he graduated with honours from Lancaster University.[6][14] He then went on to complete a Master of Arts in international affairs at the Norman Paterson School of International Affairs of Carleton University in Ottawa in 1982.[14][12]

Diplomatic career

Kakouris joined the Cypriot diplomatic service in 1984, serving as the Vice Consul in New York and as a diplomat in the Permanent Mission of Cyprus to the United Nations.[14][12][3] During that period, he was a member of the Cypriot delegation to successive sessions of the General Assembly until 1991 and covered the Fourth Committee on decolonisation, the Second Committee on economic affairs, and the First Committee on disarmament.[14][15]

He served in the Political Division of the Ministry of Foreign Affairs from 1989, at the Embassy of Cyprus in Brussels and the Permanent Delegation to the European Communities from 1992, and as Deputy Chief of Mission in Washington from 1996.[14][12][13]

As Director of the Political Division for multilateral affairs from 2000, he represented Cyprus at the political directors' meetings of the European Union and its associate countries and served as Senior Official for the Euro-Mediterranean Partnership.[14][12]

In August 2002, Kakouris was appointed as the Ambassador to Ireland.[14][13] He was then appointed as the Ambassador to the United States in December 2006, dually accredited as High Commissioner to Canada and Permanent Representative to the International Civil Aviation Organization.[14][12][16][13]

He then directed the Diplomatic Office of the Minister of Foreign Affairs from September 2010 and the Cyprus Question and Turkey Division from August 2011, served as Ambassador to Sweden with parallel accreditation to Norway and Latvia from September 2013, and returned to Nicosia in July 2017 as Director of the Middle East and Africa Division.[14][17]

In September 2019 Kakouris succeeded Euripides L. Evriviades as High Commissioner to the United Kingdom.[17][18] On 3 April 2024 he was appointed Permanent Secretary of the Ministry of Foreign Affairs, the most senior post in the Cypriot diplomatic service, which he held until his retirement in July 2025.[6][19][20][21]

Candidacy for the General Assembly presidency

Following his retirement, Kakouris was appointed Special Envoy for Multilateralism of the Ministry of Foreign Affairs and stood as the candidate of Cyprus for President of the eighty-first session of the United Nations General Assembly.[19][2][22][23][3][24][5]

On 2 June 2026, he received 91 of the 190 votes cast and was defeated by Khalilur Rahman, the foreign minister of Bangladesh, who received 99.[8][25][26][9][27][28][29]
