Andrey Krichevsky (Russian: Андрей Борисович Кричевский; born 6 June 1981, Minsk) is a Russian lawyer, businessman, public figure, chairman of the public-state organization “Russian IP-center”, president[1] of the IPCHAIN Association, member of the RSPP Board, Chairman of the RSPP Committee[2] on Intellectual Property and Creative Industries, General Director of “Firma Melodiya” JSC, Secretary General[3] of the Confederation of Rightsholders' Societies of Europe and Asia.

Biography[edit]

  • Since 2005 headed a group of consulting companies in the field of corporate law and protection of intellectual property.
  • In April 2008 was nominated as an arbitrator of the Arbitration Court at the Chamber of Commerce and Industry of the Moscow Region.
  • In 2008 took an active part in the establishment of the Russian Public Non-commercial Organization "Society for the Collective Management of Related Rights" Russian Organization for Intellectual Property" (VOIS).[4] He was elected to the Management Board and appointed Director General of VOIS.[5]
  • In September 2009 became a member of the Expert Council on Copyright and Related Rights under the Ministry of Culture of the Russian Federation.
  • In November 2009 took part in the establishment of the Russian Non-commercial Organization "Russian Union of Right-holders" (RUR).[6] Was engaged in operational management of RUR and was its CEO from the moment of foundation until October 2021.
  • Since April 27 2011 is the General Director of “Firma Melodiya”.
  • In 2011 joined the Organizational Committee of the Vth International Forum "Intellectual Property – XXI Century", held under the patronage of the Chamber of Commerce and Industry of Russia and with the support of the World Intellectual Property Organization.
  • Since December 2011 is a member of the Board of Directors of the newspaper "Culture".
  • Since 2015 is the Deputy Chairman of the Public Council of the Internal Affairs Department for the Troitsky and Novomoskovsky Administrative Districts of the Ministry of Internal Affairs of Russia for Moscow.
  • Since 2015 is a member of the Council on Intellectual Property under the Federation Council of the Russian Federation.
  • Since 2015 is a member of the Board of Trustees of the FSBEI of Russian State Academy of Intellectual Property.
  • In 2016 was appointed as the Chairman[7] of the Board of the Russian Musical Union.
  • In May 2017, initiated[8] the establishment of the Confederation of Rightholders' Societies of Europe and Asia (CRSEA), which united leading organizations for the collective management of copyright and related rights from Russia, Kazakhstan, Belarus, Moldova, China, Turkey, Kyrgyzstan, Uzbekistan, Armenia and Azerbaijan.
  • In 2018 the General Assembly[9] of the International Confederation of Societies of Authors and Composers CISAC (Confédération internationale des sociétés d'auteurs et compositeurs), which is the world's largest organization uniting societies for the collective management of rights from 212 countries, established the Confederation of Right Holders’ Societies of Europe and Asia ( CRSEA) as its associate member.
  • In September 2017, together with the Skolkovo Foundation, initiated[10] the establishment of the Association “National Coordination Center for Processing Transactions and Rights and Objects of Intellectual Property” (IPCHAIN).
  • In 2017 the IPChain Association acted as the organizer[11] of the IPQuorum international communication brand, under which a series of events are held on an annual basis, designed to stimulate qualitative changes in the country and the world of the creative industries and intellectual property market, as well as be a driver for the development of fine arts (BEAUX-ARTS) and industrial arts (ARTS INDUSTRIES) as full subjects of the economy.

Under the IPQuorum brand, such platforms are organized as IPQuorum.Innovation[12] - at the annual international forum of technology entrepreneurs “Open Innovations”, IPQuorum.Culture - at the St. Petersburg International Cultural Forum, IPQuorum.Economy[13] - at the St. Petersburg International Economic Forum, IPAcademy[14] - the largest educational conference on intellectual property, Skolkovo LegalTech Black Edition - at the international conference Skolkovo LegalTech[15] (Russia and the CIS), IPQuorum.Start[16] - at the International Technology Conference Startup Village in Skolkovo, IPQuorum.Tech4Content[17] – international forum with a focus of creative industries and intellectual property.

  • In 2018 the IPCHAIN Association became the winner[18] of the Runet Award, a prestigious national award in the field of high technologies and the Internet, in the category of "Economics and Business".
  • In 2018, the IPChain Association became a member of the international blockchain organization Hyperledger[19], and in the subsequent year entered into a partnership agreement with a large blockchain company BitFury. -
  • In 2018, at the initiative of Andrey Krichevsky, the Russian Intellectual Property Court for the first time tested a blockchain network based on IPChain technology for storing copyright data.[20]
  • In October 2019 joined the Board of the Russian Union of Industrialists and Entrepreneurs and headed the RSPP Committee on Intellectual Property and Creative Industries.[21]
  • In 2019 organized[22] the CISAC Writers & Directors Worldwide (W&DW) annual international congress in Russia.
  • Since 2020 is a member of the Board[23] of the Creative Industries Federation.
  • In June 2021 was elected as the Chairman[24] of the Board of the public-state organization " Russian IP-center".

Andrey Krichevsky is engaged in the development of intellectual property in the CIS countries. Under his leadership, the IPChain Association signed relevant agreements with Uzbekistan[25] and relevant organizations in Kyrgyzstan.[26] In addition, the infrastructure of the IPChain network is deployed in Armenia, Belarus and Kazakhstan.[27]

  • 2017 – was awarded with a special prize of the Professional Award of the Russian Association of Film and Television Producers (AFTP) "For the technological breakthrough of the year".
  • 2017 – was awarded with a certificate of merit of the Moscow City Duma for services to the city community.

“Russian Center for the turnover of rights to the results of creative activity” All-Russian Public-State Organization[edit]

On June 28, 2021, the decree of the President of the Russian Federation on the establishment[28] of the All-Russian public-state organization "Russian IP-Center” was published on the official Internet portal of legal information. Its founders are the Ministry of Digital Development, Communications and Mass Media of the Russian Federation[29] and the IPChain Association.[30]

The IPChain Association transferred its main intangible assets[31] to the Russian IP-center: the software package of the operating blockchain network, the rights to the brand. In accordance with the decree, the new Center will be managed by the Coordinating Council. The member s of governing collegial body are - the Minister of Culture of the Russian Federation Olga Lyubimova, the Minister of Science and Higher Education of the Russian Federation Valery Falkov, the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev, the President of the Russian Union of Industrialists and Entrepreneurs, the Dean of the Faculty of Economics of the Lomonosov Moscow State University. M.V. Lomonosov Alexander Auzan, Chairman of the RSPP Committee on Intellectual Property and Creative Industries Andrey Krichevsky and President of the Federation of Intellectual Property Sergey Matveev. Andrei Krichevsky was elected as Chairman of the Russian IP-center.[32]

IPChain Association will continue its activities as one of the founders of the Russian Center. The Russian IP-center will have to develop common approaches to the exchange of information on intellectual property. Other priority areas of work include supporting high-tech exports, expanding opportunities to protect and protect intellectual rights to Russian creative products, as well as intellectual property education. The Russian IP-center will have the right to prepare and submit to the authorities proposals for regulating issues of functioning IT Infrastructure in the field, IP organizing the provision and implementation of state services and functions in the circulation of rights to the results of intellectual activity, including in the scientific and technical sphere.[33]
