Anne Witkowsky is an American diplomat who has served as an Assistant Secretary of State for Conflict and Stabilization Operations in the Biden administration since January 2022. She was formerly co-director of the Task Force on U.S. Strategy to Support Democracy and Counter Authoritarianism.

Education[edit]

Witkowsky earned a Master in Public Administration from the John F. Kennedy School of Government and a Bachelor of Arts from Yale University.[1]

Career[edit]

She began her career in the federal government as an OSD presidential management intern. From 1988 to 2002, she served in the Office of the Secretary of Defense in the Office of Russia, Ukraine, and Eurasian Affairs and in the Office of European Security Negotiations. From 1993 to 2000, Witkowsky served as a director for defense policy and arms control on the United States National Security Council staff, where she was responsible for European security and conventional arms control. From 2000 to 2009, she was affiliated with the Center for Strategic and International Studies, as a Senior Fellow from 2000 to 2007 and as a non-resident Senior Associate from 2007 to 2009.[2] She has served as Deputy Assistant Secretary for Stability and Humanitarian Affairs in the Office of the Undersecretary of Defense for Policy at the Pentagon and as the Acting Principal Deputy Assistant Coordinator, and Deputy Assistant Coordinator, in the State Department's Bureau of Counterterrorism.[1][3] She also served as co-director of the Task Force on U.S. Strategy to Support Democracy and Counter Authoritarianism.[4]

Biden administration[edit]

On April 15, 2021, President Joe Biden announced Witowsky as his nominee to be the Assistant Secretary of State for Conflict and Stabilization Operations, as well as Coordinator for Reconstruction and Stabilization.[1] On April 28, 2021, her nomination was sent to the United States Senate.[5] Hearings on her nomination were held by the Senate Foreign Relations Committee on July 20, 2021. The committee favorably reported the nomination to the Senate floor on August 4, 2021.[6] On September 13, 2021, senator Bob Menendez, who serves as chair of the foreign relations committee, took to the Senate floor to urge for her confirmation.[7] On January 5, 2022, her nomination was confirmed by a 61–26 vote.[6][8][9]

Witkowsky was sworn in on January 10, 2022.[10] Her nomination as Coordinator for Reconstruction and Stabilization is currently pending before the full Senate.[11]

Awards[edit]

Witkowsky has been recognized with a number of awards including the Secretary of Defense Medal for Outstanding Public Service and the Department of Defense Medal for Distinguished Civilian Service.[1]
