Anupam Kumar Suman (born 1978) is a former Civil Servant in India who belonged to the 2004 batch of Indian Revenue Service (IRS) and served as the Municipal Commissioner[1][2] of Patna Municipal Corporation in the state capital of Bihar. Before resigning from the service in 2019, Anupam was also serving as the Special Secretary to the Chief Minister of Bihar Shri Nitish Kumar[3]. He later joined The Plurals Party in 2020, a political party in India founded by Pushpam Priya Choudhary[4]. Anupam is currently serving as the General Secretary of the party[5][6].
Education
Anupam completed his Mathematics Honours from Patna University (1995-1998) and later earned his MSc in Social Policy and Development from the London School of Economics and Political Science and MA in Cultural Astronomy and Astrology from the University of Wales Trinity Saint David in the United Kingdom[7].
Career
Anupam was an IRS officer who worked on deputation in the Government of Bihar as OSD in the Finance Department and Managing Director of various public undertakings such as Bihar Urban Infrastructure Development Corporation Limited, Bihar State Housing Board, Bihar State Tourism Development Corporation, Bihar Urban Transport Services Limited and Patna Smart City Limited[8]. He was appointed Municipal Commissioner in 2018 in the capital city of Patna in Bihar[9]. At the time of his resignation in 2019 from the post, he was also serving as the Special Secretary in the Chief Minister office of Bihar[10].
He launched Operation Phoenix (2018-2019) for the revival and complete transformation of Patna Municipal Corporation and the services rendered by it in the city of Patna. Under this project, various successful initiatives were started for the first time in Patna such as door-to-door garbage collection service in all 75 wards, cleaning of roads with imported sweeping machines, ‘One Dream Patna Clean’ campaign promoting public participation in sanitation, installation of 72,257 street lights under ‘BattiJalao’ campaign, online building plan approval system (Automap) and a flagship project for the upgrading the lifestyle of slum dwellers named ‘Gharaunde Se GharTak’ with the collaboration of UNFPA, a United Nations wing[11][12][13][14][15]. A ‘City of Patna’ mobile app was launched by him under a grievance redressal mechanism[16]. As a Smart City Mission move, under Anupam’s regime, one of the world’s largest wall painting campaigns was carried out in the name of ‘Mithila meets Magadh’ under which street walls of Patna were decorated with Mithila Painting covering a total area of 6.18 lakhs square feet which helped the corporation to ensure removal of garbage vulnerable points in the city[17][18]. Another environment friendly campaign was launched under his tenure by the name ‘Kusumpur Returns’ to ensure plantation of trees in the city and also at the banks of river Ganges. Anupam also initiated tough actions against the illegal commercial use of corporation properties[19]. Anupam resigned from the job of Municipal Commissioner in August 2019 quoting his interest in serving God[20][21].
Controversy
A controversy erupted in the month of October 2019 when Anupam was also blamed for the waterlogging in Patna[22][23]. In a press conference in 2020, he refused the allegations by saying that he was not in the job at the time of flooding of the city and it was a political propaganda[24][25][26].
Political Career
Anupam joined politics on the request of Pushpam Priya Choudhary and joined The Plurals Party[27]. He is politically active in the role of General Secretary of the party and leading the movement of transformation of Bihar[28][29]
