Arseniy Alexandrovich Scheltsin (born March 2, 1990, in Gorky, RSFSR, USSR) is a Russian programmer, technological entrepreneur. He is the CEO of ANO "Digital Platforms" and LLC "Digital Platforms", and the developer of the NashStore app store, a competitor to Google Play.[1]. He served as Director of Project Activities at the Internet Development Institute (2015-2018), Director of the Runet network publication, and co-founder and director of the Russian association of cryptocurrencies and blockchain (2017-2018).

Scheltsin graduated from School No. 154 in Nizhny Novgorod in 2007. He earned a bachelor's degree in Business Informatics and Applied Mathematics from the Higher School of Economics in 2011, a master's degree in Innovation Management in 2013, and an MBA specializing in Strategic Information Systems Management (CIO) in 2016.[2]

Career[edit]

In 2008, Scheltsin developed the "Pixel-Su" project for creating user avatars for VKontakte.[3] From 2013 to 2015, he headed the Internet Communications Department of the United Russia party's Central Executive Committee, launching projects such as "We are together" and "Preliminary Voting."[4]

Internet Development Institute (IRI)[edit]

In 2015, Scheltsin became a top expert in the Expert Council of the Internet Development Institute (IRI), created by order of President Vladimir Putin, in the "State and Society" cluster.[5] He managed the full cycle of project portfolio development, including software import substitution, strategic initiatives in IT and communications, and developing government messaging and website standards.[6][7] Scheltsin participated in legislative proposals for prioritizing Russian software and hardware,[8] extending reduced insurance rates for IT companies, and improving the quality of government electronic services.[9]

Russian Association of Cryptocurrencies and Blockchain (RACIB)[edit]

In 2017, he co-founded the RACIB, which focuses on the development, regulation, and support of cryptocurrency and blockchain technologies in Russia.[10][11] In October 2017, RACIB submitted a bill to the State Duma on the legalization of crowdfunding and ICOs.[12] The association also proposed lowering electricity tariffs for cryptocurrency mining.[13]

ANO "Digital Platforms"[edit]

As the CEO of ANO "Digital Platforms," Scheltsin initiated the creation of the federal educational project "Digital Journalism"[14] and a business software marketplace, as well as the NashStore mobile app store.[15]. NashStore is described as a mobile store where Russian Android users can download different apps. The developers of the store, Digital Platforms, say that the app was developed after Alphabet Inc. suspended usage of the Google Play store in Russia. NashStore, which translates as OurStore, will work on Android and be compatible with Russian bank cards for contactless payments.[16]

Public Activity[edit]

In 2010, Scheltsin was elected to the Youth Parliament of the Nizhny Novgorod Region,[17] where he served as chairman of the commission on informatization and innovation.[18] In 2011, he participated in the All-Russian People's Front primaries for the State Duma elections.

Scheltsin and United Russia[edit]

Scheltsin was involved in the 2011 and 2013 projects for United Russia, organizing software to neutralize negative opinions.[19][20] He also worked as a consultant and contractor for the Russian Presidential Administration on social media and media monitoring systems.

Attack in 2024[edit]

On the night of June 8, 2024, Scheltsin and his friend Ivan Pozdnyakov were attacked on Sirenevy Boulevard in Moscow. The alleged attacker, rock band "Paseka" leader Roman Medvedkin, inflicted multiple stab wounds on Pozdnyakov, who died from the injuries. Scheltsin was hospitalized with stab wounds.[21] Medvedkin and his companion were arrested shortly after the attack.[22][23]
