BLS International Limited is an Indian multinational company that provides outsourcing services for visa, passport, consular, and citizen services to governments and diplomatic missions. The company is headquartered in New Delhi, operates in more than 70 countries, and is listed on the Bombay Stock Exchange and the National Stock Exchange of India.
History
BLS International was founded in 2005 and began by providing visa processing services for the Portuguese Embassy in New Delhi. It later expanded through contracts with other European and Asian diplomatic missions, including Austria, Greece, Belgium, Tunisia, and Russia.
In 2016, the company signed a €175 million contract with the Spanish Ministry of Foreign Affairs and Cooperation to handle visa outsourcing services across Europe.[4]
In 2024, BLS signed an agreement with the Indian Embassy in Spain to establish consular centers in Madrid, Barcelona, and Tenerife. The centers provide services such as passport applications, Overseas Citizen of India (OCI) cards, visas, and police clearance certificates.[5][6]
The company has also been involved in e-governance projects in India, including the management of 2,147 Seva Kendras in Punjab.[7]

BLS International has expanded through several acquisitions:
- In 2018, it acquired Starfin India Pvt. Ltd., a company involved in financial inclusion services.
- In 2022, it acquired Zero Mass Pvt. Ltd., which operated in the microfinance sector, for $15.4 million.
- In 2024, it acquired iDATA, a European visa services firm, for €80 million, adding operations in 15 countries including Germany, Italy, and the Czech Republic.

BLS International operates more than 100 visa application centers and provides services including document verification, appointment scheduling, and biometric data collection. As of 2024, it worked with over 70 governments, including Indian missions in Kuwait, Sudan, Russia, the United States, and Canada.
