He has held various senior roles in international organisations including Chief of Special Projects and Partnerships (2021-22) and Chief of Staff (2013-2021) to Executive Director Arancha Gonzalez at the International Trade Centre, the joint development agency of the United Nations, and the World Trade Organization focused on the trade related priorities of micro, small and medium enterprises.
He has also served in senior strategic roles at the World Trade Organization including Senior Adviser and Counsellor to the World Trade Organization Director General Pascal Lamy from 2011 to 2013 where he focused on development issues, and as Deputy Aid for Trade Coordinator from 2009-2011.
He has been a career foreign service officer at the Permanent Mission of Barbados to the United Nations and other International Organizations from 2002-2009 where he was a Trade negotiator and diplomat for the Government of Barbados.
In addition to leading on a number of trade related issues such as small economies, trade facilitation and fisheries subsidies, he also worked on the human rights and ILO portfolio. During that period he served as the first Friend of the Chair for the Trade Facilitation negotiations, Vice Chair of the Committee on Subsidies and Countervailing Measures, the Committee on Anti-Dumping and the Committee on Safeguards; and as ACP coordinator on Regional Trade Agreements. He also served as expert coordinator for the group of small economies. Prior to this he was a Foreign Service Officer at the Ministry of Foreign Affairs and Foreign Trade of Barbados.
He has post graduate degrees in International Relations from the University of the West Indies, in Development Studies from the University of Bath and an MBA Essentials from the London School of Economic. He has a BSC in psychology and sociology from the University of the West Indies.
He has been a member of the United Nations Geneva Working Group on Addressing Racism at work, the United Nations High-level Committee on Management (HLCM) Multidisciplinary Working Group on Diversity Equity and Inclusion and a member of the Executive Board of the University of the West Indies Shridath Ramphal Centre. He is a Chevening Scholar and served as a diversity and inclusion champion at ITC. He is an International Gender Champion and is on the steering committee of the TESS and the IGC.
