Rafael Butch Francisco, also known as Butch Francisco, is a Filipino businessman, philanthropist, and public figure. He is a former President and Board member of the Philippine Amusement and Gaming Corporation[1], the Philippine government's regulator and operator of casino gaming and the third largest contributor of revenues after the Bureau of Internal Revenue and Bureau of Customs. Francisco was co-chair of the team that created the Entertainment City in the reclaimed land fronting Roxas Boulevard in Metro Manila[2].
Francisco was District Governor of Rotary International District 3830 in 2006[3] and was elected Chairman of the Philippine College of Rotary Governors in 2011[4]. He co-founded Francisco Center for Social Entrepreneurship Foundation with a group of Rotarian volunteers to provide professional training that prepares students for a job in a specific field. Francisco authored the book, aMusings in the Life of a Rotarian[5].
Francisco entered Philippine politics in 2010 for a congressional seat in Pasay City but opted to defer his bid at a later time. He is a member of the Partido Demokratiko Pilipino - Lakas ng Bayan, more commonly known as PDP-Laban, a center-left political party founded in 1982 and the ruling party in Philippine politics since 2011[6].
