The Canadian International Scientific Exchange Program (CISEPO) is a Canadian, registered, charitable, non-governmental organization based at the University of Toronto at the Faculty of Medicine and the Dalla Lana School of Public Health and at York University at the Faculty of Health.[1][2]
Mission
CISEPO's mission is to promote international development and peacebuilding by advancing health education, health care, health care systems, scientific exchange, research and public health. CISEPO's efforts have created a network encompassing over 45 countries.[1]
CISEPO provides accredited Continuing Professional Development aligned with the Feminist International Assistance Policy (FIAP) and the 2030 Sustainable Development Goals (SDG). CISEPO supports the Canadian development efforts in Maternal, Newborn, and Child Health that are aligned with the FIAP and the 2030 SDG Agenda.[1]
CISEPO's programs involve people-to-people activities on the ground in the Middle East. CISEPO also undertakes domestic programming, through the faculty and students of Canadian universities and affiliated hospitals.[1]
History
CISEPO has been active on the international scene since 1984 when it was founded by Order of Canada Recipient[3] and Otolaryngologist, Dr. Arnold Noyek.[2][4]
One year after the Israel-Jordan peace treaty, CISEPO began its engagement in developing and implementing viable and sustainable health sector cooperative activities in the Middle East.[2][4]
In 1995, CISEPO was invited by the private office of the late King Hussein of Jordan to foster collaborative health sector projects between Israelis and Jordanians and thus contribute to peacebuilding in the Middle East.[2][4]
Activities
International Pediatric Emergency Medicine Elective (IPEME)
IPEME is a four-week summer elective course that brings together 12 medical students from Canada, Jordan, Palestine, and Israel. Building on the CISEPO model of strengthening bridges of peace in areas of conflict, participants engage in respectful dialogue to collaborate on cross-border research projects.[1][5] This is a joint program with the Department of Pediatric Emergency Medicine of The Hospital for Sick Children, McMaster University, University of Toronto, and Mount Sinai Hospital.[1]
International Behavioural Neurology Rounds
With the participation of over 44 countries, the television quality videoconference brings together healthcare professionals from across the globe within a virtual auditorium for an international series of behaviour neurology rounds.[1][6] The audiences are interdisciplinary and include neurologists, psychiatrists, geriatricians, family physicians, nurses, occupational therapists, psychologists, and social workers, as well as trainees in these disciplines. The interactive videoconference provides the audience with the opportunity to discuss differences and challenges across national boundaries.[6]
Partnership with Project Rozana
CISEPO partnered with Project Rozana to further develop Israel-Palestine medical education. Current initiatives include supporting the International Community Action Network (ICAN) and Rozana academic group at McGill University and the creation of an Arab language health system navigator training program at the Hadassah Medical Center in Jerusalem.[7]
Save a Child’s Heart Canada
CISEPO works in partnership with Save a Child's Heart (SACH) to develop cardiology programming and medical education initiatives related to Cardiology and CV Surgery in the Middle East and Tanzania. SACH received the United Nations award for Population Health in June 2018.[8]
Kabul University and Kabul Cardiac Care Institute
In partnership with Kabul University and the Rotary Club of Toronto Bay-Bloor, CISEPO trained one of Afganistan's first Interventional Cardiologists who was able to then return to Kabul University to set up the first Cardiology Institute in Kabul. As well, an emergency medicine curriculum and curriculum for cardiac electrophysiology and cardiovascular surgery was developed for use in the undergraduate medical curriculum at Kabul University and with residency trainees at the Cardiology Institute.
Canada-Kenya Global Health Equity Program partnered with AMPATH
Canada-Kenya Global Health Equity and OBS/GYN Fellowship program are supported by the Women’s College Hospital in Toronto and Moi Teaching and Referral Hospital in Eldoret, Kenya, with affiliation to the Sinai Health System and the University of Toronto Post-Graduate Medical Education.[9] As of July 2017, the program began offering two new Maternal-Fetal medicine fellowships for Kenyan physicians affiliated with Moi University who have committed to a return to practice agreement in Kenya upon completion with the intent to help to improve local maternal and child health outcomes.
World Federation of Neurology Partnership
CISEPO's partnership with the World Federation of Neurology has resulted in the development of a bilateral physician training program with Tunisia.[10] The program built the foundation for a community nurse training program with a Dementia specialization, and supported professional collaborations and bilateral exchanges with clinicians in research and training in Canada and Tunisia.
HMC Qatar Partnership
Audiology training to service the high demand for skilled audiology and pediatric audiology clinicians to address high rates of congenital deafness and improve quality of care for children in the middle east.[11]

- CISEPO was chosen for a Red Cross Power of Humanity Award in 2004 presented by Queen Noor of Jordan[12]
