The Central Engineering Services (Roads) (CES(R)) is an organised Group 'A' central civil service of Government of India. Its officers are recruited through the Engineering Services Examination (ESE) conducted by the Union Public Service Commission. The officers of this service are responsible for administering the National Highways in Ministry of Road Transport and Highways.

Recruitment[edit]

The recruitment to the CES(R) is done through the Engineering Services Examination (ESE) conducted by Union Public Service Commission (UPSC). The selected candidates of civil engineering join CES(R) and they undergo a 6 months foundation training at India Academy of Highway Engineers (IAHE), Noida.

The selection exam is conducted by the Union Public Service Commission (UPSC) of India. The UPSC is responsible for recruiting middle and top-level bureaucrats for the Government of India.

Role and function[edit]

The National Highways of India are managed by CES(R) cadre which is an organised Group 'A' service of Government of India. These officers are responsible for construction and maintenance of all National Highways of India through state PWDs, NHAI, NHIDCL and directly through its Regional Offices (RO) or Project Implementation Units (PIUs).

An aspirant is not necessarily a civil Engineering graduate indeed he need to appear for Civil Engineering stream in Engineering services exam and get qualified.

After Recruitment, the probationer is given 6 months' foundation training at Indian Academy of Highway Engineers (IAHE), Noda which also includes site visits in and outside India.

The officers after training is posted as Assistant Executive Engineer (AEE). The officers are also deputed to NHAI or NHIDCL. The officers of CES(R) can rise up to Director General (Road Development), ex officio Special Secretary to Govt of India.
