Cohort Tuition is a pricing model for higher education in which students are charged a fixed rate while they are completing their degree. Most colleges and universities in the United States raise tuition each year. Under a cohort tuition model, the university can raise tuition for the incoming class, but does not raise tuition for current students.

A number of universities and graduate schools have adopted some version of cohort tuition, though universities have different terms for the cohort tuition model. In 2021, the Board of Regents for the University of California system approved the "Tuition Stability Plan."[1] Under the U.C. Tuition Stability Plan "tuition will be adjusted for each incoming undergraduate class, but will subsequently remain flat until the student graduates, for up to six years."[2] The Ohio State University and the University of Cincinnati call it a "Tuition Guarantee."[3] [4] The Ohio State University says the program provides students and families certainty about the cost of attendance. The University of Cincinnati describes it as a "cohort-based program" that sets tuition at a consistent rate for the length of the student's academic program. The University of Houston has an opt-in 4-Year Fixed Tuition Rate, which varies based on the student's major.[5] Some graduate programs use cohort tuition, such as the Illinois and Indiana law schools.[6][7] As College tuition in the United States continues to rise, cohort tuition can provide stability for families trying to budget for college costs.
