DOZORRO (Ukrainian: Дозорро) is a public procurement website where tenders can be monitored. Users can analyze procurement records, report violations and appeal any illegal practices.[1] It is part of the e-procurement system ProZorro that provides open data on the use of public funds and enables citizens to extract value from it.[2]

It is administered by Transparency International which brings together 24 regional monitoring organizations.[3] Work of the portal is based on civic engagment.[4] The system collects information on the quality of specific tender procedures through user feedback. It has its own analytical digital tools: public analytics module, risk indicator system, best practices index, artificial intelligence risk assessment.[5][6][7] Dozorro's media component contains news, blogs and special media projects. In case of a violation of the law of Ukraine "On Public Procurement" [8] it entails legal liability to a legal response. The portal contains methodological materials for the self-assertion of infringed rights and interests in the field of public procurement.

History[edit]

Transparency International Ukraine initiated CTS program and the platform began its work on November 1, 2016.[9] The project was supported by Ministry of Economic Development and Trade of Ukraine.[10]

Following a significant increase in the number of reviews, regional NGOs that already had experience in monitoring public procurement in the ProZorro system were involved in the review process. They formed the DOZORRO community.[11]

DOZORRO–FEST became the first large community meeting in November 17-19, 2017 in Kyiv region.[12] Some participants in public procurement (ProZorro users) joined the DOZORRO too. They have opened offices on the portal that allow them to respond quickly to criticism and control the evaluation of tenders of subordinate structural and territorial units.

Prozorro[edit]

Prozorro operations are worth 15% of the country's GDP. Ovfe of the Prozorro, it saved about USD 2.5 billion for the Ukraine's economy.[13] Dozorro is an integral part of Prozorro that enables achieving the main goals of the new e-procurument system: transparency, publicity, efficency.

The platform was created with support from Sustainable Growth Multi-Donor Account (MDA) donors from Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.

Principles[edit]

DOZORRO builds a database of feedback on procurement procedures that take place in the ProZorro electronic procurement system. The full cycle of the monitoring looks as follows:[14]

  1. violation detected
  2. appealing process
  3. recording of the results on DOZORRO portal

Any authorized user of the network can leave a response on the purchase page. The review contains a qualitative evaluation of a specific tender (problem description, complaints, thanks) and a quantitative - review author evaluates the tender from one to five with the following characteristics:[15]

  • conditions of purchase
  • customer interaction with participants
  • qualification process
  • fulfilment by the customer of the terms of the contract

Feedback information is a signal for research on the situation by NGOs that are members of the DOZORRO community.[16][3] In case of detection of violations, public monitors direct appeals to the contracting authorities (tenderers), their governing bodies (institutions subordinated by the contracting authorities), control bodies (State Audit Service of Ukraine, Accounting Chamber), law enforcement agencies (Department of Economy Protection of the National Police, National Anti-Corruption Bureau of Ukraine) or Anti-Monopoly Committee of Ukraine.[17] NGOs are trying to address the violations of the Public Procurement Law in a specific tender and bring those responsible for administrative or criminal liability by courts and media pressure.
