History[edit]

The Centre for Disability in Development (CDD) was established in 1996[1] to promote an inclusive society for individuals with disabilities in Bangladesh. Since its founding, CDD has built a network of over 350 partner organizations[2], both nationally and internationally, to advocate for the rights and meaningful participation of persons with disabilities. Through these partnerships, CDD works to expand access to resources, services, and support systems that empower individuals with disabilities in various aspects of life.

Programmatic Focus Areas and Initiatives[2][edit]

  1. Health and Rehabilitation CDD addresses the limited access to rehabilitation services for persons with disabilities, especially in rural Bangladesh, through multiple initiatives. These include establishing a demonstration "One Stop Service Centre" for rehabilitation services, now scaled up by the government; founding the National Resource Centre on Assistive Technology (NRCAT) to produce and distribute assistive devices nationwide; and deploying mobile rehabilitation services in rural areas. CDD also builds the capacity of partner organizations to provide primary rehabilitation services, supports referrals to relevant service providers, and conducts assessment camps for visual, auditory, and mental health needs.
  2. Rights and Empowerment CDD promotes the rights and empowerment of persons with disabilities by strengthening their capacities in areas such as human rights, governance, and advocacy. The organization supports self-help groups (SHGs) to engage in local development initiatives and participate in decision-making processes, especially for women with disabilities. Additionally, CDD advocates for inclusion in local and national government committees and assists in efforts to address and seek justice for violence against persons with disabilities.
  3. Disability Inclusive Local Governance CDD works to enhance disability-inclusive governance by training local government officials, including elected representatives, in disability rights and inclusive development. The organization employs social accountability tools, such as public hearings and participatory budgeting, to support inclusive local planning. Nationally, CDD collaborates with entities like the Local Government Division and the National Institute of Local Government to advocate for disability-inclusive budgeting.
  4. Livelihood and Employment CDD promotes economic inclusion by facilitating access to vocational training, financial resources, and enabling work environments for persons with disabilities. CDD partners with government and non-government organizations to support income-generating activities and provides advisory services to industries to create inclusive workspaces. The organization also operates a helpline to assist individuals with disabilities and employers regarding employment opportunities.
  5. Education CDD supports inclusive education by training teachers, producing accessible learning materials, and creating resources such as Braille materials and sign language manuals. The organization works with schools to improve accessibility and learning environments and facilitates the enrollment of children with disabilities into mainstream education.
  6. Deaf-Blindness CDD provides specialized support for individuals with deaf-blindness, including capacity building for educators and caregivers, development of resource materials, and advocacy for policy inclusion. The organization also supports education for children with deaf-blindness and income generation for adults.
  7. Disability Inclusive Disaster Risk Management and Humanitarian Response CDD promotes disability-inclusive disaster risk management by forming self-help groups focused on leadership and disaster preparedness, facilitating accessible infrastructure for disaster resilience, and advocating for accessible early warning systems. The organization also supports the implementation of frameworks such as the Sendai Framework for Disaster Risk Reduction.
