Deepak Singhal (born 21 January 1959) was Executive Director of Reserve Bank of India from 2015 to 2019. Currently he is an independent director of IDBI Bank.[1] He has also been director of Union Bank of India.[2] He took over charge from K K Vohra as Executive Director on 1 November 2015.[3] He has been in charge of human resources management, corporate strategy, budget, corporate services and central security of RBI.[4]

Early life and education[edit]

Deepak Singhal was born on 21 January 1959.[citation needed] He went to University of Allahabad for his bachelor’s degree in Economics.[4] Later he obtained an MBA degree in marketing from Motilal Nehru Institute of Research and Business Administration.[5] He has also a Post Graduate Diploma in Rural Management from Jaipur,[6] besides being a certified associate of the Indian Institute of Banking and Finance.[4]

Career[edit]

Singhal joined Reserve Bank of India on 26 July 1982 as a Grade-B officer. He took over from R M Deole as officer in charge of RBI Belapur in 2002. He was elevated to the position of Chief General Manager of Premises Department on 1 April 2005. Later he took over charge of Human Resources Development Department 2007. He became CGM in charge of Department of Banking Operations and Development before taking charge as Regional Director of RBI, New Delhi. In May 2013 he was appointed as Director of Union Bank of India[7] Subsequently, he was elevated to the position of Executive Director of RBI on 2 November 2015.[8]

In 2016 he was one of the contenders for the post of RBI Deputy Governor, but Viral Acharya was selected for the post by Government of India.[9] In February 2019 he was appointed as Independent Director of IDBI Bank.[1]

As Regional Director, RBI, Singhal has spoken for sustainable and scalable financial inclusion, and took several initiatives for easier KYC norms for pushing financial inclusion in Mission Mode.[10] [11] Singhal was instrumental in releasing of guidelines for Basel III implementation in India.[12][13]
