Dream Security is a global artificial intelligence and sovereign AI company founded in January 2023. The company's name is an acronym for Detect, Respond and Management.[1] Dream develops sovereign AI platforms for governments and national critical infrastructure, offering on-premise systems that operate in air-gapped environments without reliance on external cloud services. Dream reached unicorn status in February 2025.[2][3] Group 11, a venture capital firm led by Israeli-American investor Dovi Frances, has been the company's largest investor since its inception.[4]

Founding

Dream Security was founded on January 6, 2023, by Shalev Hulio, Sebastian Kurz, and Gil Dolev. The two met by chance in 2022 when Kurz visited Tel Aviv and was picked up from Ben Gurion Airport by Hulio, after the original driver was unavailable. By the end of the trip, the two had agreed to explore building something together.[4][5] They identified a gap in the market: of roughly 5,000 cybersecurity companies worldwide, none had built products specifically designed for governments.[1]

Founders

Shalev Hulio (Co-founder and CEO) previously co-founded NSO Group in 2010, where he served as CEO and oversaw the development of Pegasus, a mobile intelligence tool used by law enforcement agencies in over 70 countries. He left NSO in 2021.[3] Before NSO, Hulio co-founded Mediand (2006) and Communitech, a mobile remote-access company.[1] He serves as a commander of a search-and-rescue unit in the Israeli army reserves.[6]

Sebastian Kurz (Co-founder and President) served twice as Chancellor of Austria, first elected at the age of 31, making him the youngest head of government in the world at the time.[4] After leaving politics in 2021, Kurz worked with entrepreneur Peter Thiel at Thiel Capital before co-founding Dream.[5] At Dream, Kurz leads government relations and international business development.[4]

Gil Dolev (Co-founder and CTO) leads Dream's technical architecture and research. He previously founded Wayout Group, an IoT-focused cyber intelligence company, and has a background in cybersecurity and enterprise software.[7]

Products

Dream develops AI-based cybersecurity technology designed to protect governments and national critical infrastructure against sophisticated cyber threats.[2][3] The company's core technology is a Cyber Language Model (CLM), a large language model trained on cybersecurity-relevant data that enables mapping of a client's entire network, identification of vulnerabilities, and neutralization of threats.[8][7] Dream's platform is designed for the large-scale, geographically distributed IT environments characteristic of government networks, which differ significantly in architecture and security requirements from commercial enterprise systems.[2][5]

Funding

Funding rounds
Round Date Amount Valuation Lead Investor
Seed January 2023 $20M $70M Group 11
Series A November 7, 2023 $35M $190M Group 11, Aleph
Series B February 2025 $100M $1.1B Bain Capital Ventures

Group 11 led the original seed round and co-led the Series A alongside Michael Eisenberg of venture firm Aleph.[7] Bain Capital Ventures led the Series B in February 2025, bringing Dream to a $1.1 billion valuation and unicorn status, making it Israel's first unicorn of 2025.[2][3][4] The company employs approximately 220 people and had generated more than $130 million in annual sales in 2024 to governments and national cybersecurity organizations.[2][6] Following the round, Enrique Salem (former CEO of Symantec and former chairman of Mandiant) and General (ret.) Shlomo Yanai (former CEO of Teva Pharmaceutical) joined the company's board of directors.[8]

Among the notable individual investors who participated in early rounds are Assaf Rappaport (co-founder of Wiz, acquired by Google for $32 billion), Matthew Bronfman, Yevgeny Dibrov and Nadir Izrael (co-founders of Armis).[1][5]
