Early Life

Eugene Ervin Marsh was born in Decorah, Iowa, in 1900. At the age of 18, Marsh relocated to Oregon, becoming part of a generation that came alongside the state’s institutional development. Marsh began his higher education at the University of Oregon before transferring to the University of Washington, where he finished his law degree. After a brief period of law practice in Redmond, Marsh settled in McMinnville, establishing what would become a decades-long civic career.[1]

Public Service

In 1931, Marsh was appointed city attorney of McMinnville, a position he held for over forty years until 1973, an unusually long tenure that placed him at the center of the city’s legal and administrative affairs through mid-century growth. His political career began with his election to the Oregon House of Representatives in 1939 as a Republican, where he rose to the speakership in 1945. The following year, he was elected to the Oregon State Senate, culminating in his service as Senate President during the 1953 session,[2] one of the most influential legislative roles in the state.

Death

After stepping away from elected office, Marsh remained active in Oregon’s institutional life, serving as president of the Oregon Historical Society and the Oregon State Bar, which reflects his continued influence in legal and dedication to civic life. Marsh passed away in his home in McMinnville in 1991, reflecting a career that bridged local governance and state leadership in Oregon across much of the 20th century.[3]
