Executive Order 14050, officially titled White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans, was signed on October 19, 2021 and is the 66th executive order signed by U.S. President Joe Biden. The order works to promote equity for Black Americans through advancing and providing education.[1]

Provisions[edit]

The American promise includes educational opportunities as a key component. In Brown v. Board of Education, the United States Supreme Court declared in 1954 that education “is a right which must be made available to all on equal terms.” The country has progressed in furthering equality and fairness in our schools in the decades afterward, and the accomplishments, talents, and perseverance of Black students, educators, families, and academics have strengthened our nation's schools and communities for all Americans. Inside the classroom—as valedictorians and award-winning scientists—and outside of it, in debate, athletics, student government, and national spelling bees, among other activities–black children are excelling in schools across the country. Despite improvements, deep inequalities persist in America's educational system, preventing far too many Black children from reaching their full potential. Because of ongoing racial and institutional inequalities in the country, Black pupils are still more likely than white students to attend high-poverty, racially divided schools. For similar offenses, Black children are unfairly reprimanded and suspended from school at disproportionately higher rates than white pupils. Furthermore, Black students are frequently denied advanced and college-preparatory courses. Systemic racial disparities in education have a severe impact on Black kids' learning achievements, and many of them continue to struggle in reading and mathematics.[2]

Effects[edit]

The Secretary shall designate an Executive Director. Additionally, the Executive Director may form subgroups of the Interagency Working Group to focus on different aspects of the educational system (such as PBIs and HBCUs, early childhood education, kindergarten through twelfth-grade education, children and adults with disabilities, teacher diversity, higher education, career, and technical education, adult education, or correctional education and reengagement), economic opportunity (work-based learning, entrepreneurship, and financial literacy), and correctional education and reengagement). To the extent permissible by law and within current resources, the Department will provide financing and administrative support for the Initiative and the Interagency Working Group. Other agencies and offices represented on the Interagency Working Group may assign people to the Initiative to assist the Department in accomplishing the objectives of this order, to the extent permitted by law, including the Economy Act. Executive Order 14050 overrules Executive Order 13621 of July 26, 2012 (White House Initiative on Educational Excellence for African Americans). If there are other Executive Orders on these subjects that contradict with or overlap with the provisions in this order, the provisions in this order supersede those other Executive Orders.[3]
