George Timothy Farrell III (born August 28, 1961) was raised in Washington DC. He completed his early studies in Nativity Catholic Academy and Archbishop John Carroll Catholic School in Washington DC giving him a strong base for his conservative positions. He attended Howard University in Washington DC but decided to register in the Police Academy months before completing his degree in Finance. After Graduating as a Police Officer, he worked for three years for Metropolitan Police Department in Washington DC. In 1988, he moved to Quito, Ecuador and lived there for 3 years. After his return in 1991, he purchased Morgan Investments in Maryland. After selling his company in 1997, he relocated to Florida. In 1999, he became deeply involved in the political process in Florida helping the second gubernatorial campaign of Jeb Bush. In 2000 he was appointed by Governor Jeb Bush as Florida Human Relations Commissioner[1]. In 2008, he moved to Costa Rica to work on sustainable development and returned in 2012.

In 2007 he published his first book Angry Black Man Guide to Success. He wrote this book after interviewing hundreds of black men.[2] This book is based on the experience of African American men living in United States.[3] He also writes occasional travel articles for www.Examiner.com. In 2016, he published Success is Colorblind.

In 2015, he and his wife founded a Super Pac called BlakPac[4][5][6][7] with the purpose to attract conservative minority voters and elect conservative Candidates who support Pro-Life, traditional family values and The Second Amendment to the United States Constitution.[8][9][10][11]

Business life[edit]

Mr. Farrell is a Real Estate Developer that preserves the existing character of communities without the displacement or gentrification of current residents or business. He held a Mortgage Brokerage Licenses in Washington, DC, Maryland and Florida. During the 1980s, Mr. Farrell worked closely with religious and civil rights leader Walter Fauntroy to develop a plan to save and restore the Anthony Bowen YMCA, which had fallen into disrepair, in the Historic Shaw Neighborhood of Washington DC. He then served as Associate director of the District of Columbia Housing Finance Agency under Mayor Sharon Pratt Kelly from 1991 to 1995. As a CEO of Morgan Investments, Mr. Farrell built and sold several developments in Washington DC, Maryland and Northern Virginia:

  • Channing Townhouse[12], located between 17th Street NE and 20th Street NE, Washington DC 20018.
  • Lake Arbor Development with more than 200 houses and townhouses, located in Prince Georges County, Maryland.[13]
  • Townhouse Development located on Shirlington Road and 2nd Street South, Arlington, Virginia 22204.[14]

After relocating to Florida in 1997, Mr. Farrell opened Barracudas Beach Bar in St. Pete Beach, Florida. In 1999, the restaurant was closed by The Florida Department of Environmental Protection without cause. Mr. Farrell sued and the case was settled out of Court under G. Sandcastle, Inc. v. Board of Trustees Settlement Agreement.[15]

In 2003 in Florida, Mr. Farrell began the restoration of another historic landmark[16] that had fallen into disrepair, The Royal Theater Boys and Girls Club, in Midtown, St. Petersburg, Florida, which resulted in the redevelopment of the surrounding community without harming its character or promoting gentrification.[17] Mr. Farrell also developed the first inclusionary zoning project in the state of Florida in 2005, but abandoned the project when the Pinellas County Housing Authority refused to provide needed upgrades to Rainbow Village, the neighboring property.[18]

Political life[edit]

He started as intern for United States Senator Claiborne Pell (D) RI. In 1988, he was the Republican Candidate for Council of the District of Columbia.[citation needed] He served as Associate Director of the Washington DC Housing Finance Agency and as a United States Department of Housing and Urban Development Consultant for Empower Baltimore. During Mr. Farrell's time in Washington, DC, he developed the guidelines for the Low-Income Designation adopted by the National Credit Union Administration, worked with the United States Treasury Department to refine the Community Development Financial Institutions Act of 1994, and organized the first two Community Development Financial Institutions. His testimony before the House Subcommittee on Banking led to a fair adjustments to CAMEL rating for smaller financial institutions.

During the1998 election cycle, Mr. Farrell built a strong coalition of African American Republicans and Democrats to support the second gubernatorial campaign of Jeb Bush. Mr. Farrell converted conservative African American democrats to republicans including Florida House member Rudy Bradley (R) and then St. Petersburg NAACP Chairman Darryl Rouson. Mr. Farrell also operated the South Pinellas County Jeb Bush campaign office in Tierra Verde, Florida and hosted voter education seminars for Republicans Rudy Bradley, Jeb Bush, John Marroni, and many others. In addition, he secured the endorsements of democrats for Jeb Bush including Jim Hargrett (D) from Tampa. Mr. Farrell was later appointed by Governor Jeb Bush to the Florida Commission on Human Relations[19] to lead the fight against discrimination. Mr. Farrell encouraged Governor Bush's appointment of Janice Starling (R), as the first African American woman to serve on the Pinellas county school Board. He also promoted on the reestablishment of the Florida A&M University Law School in Orlando, Florida in 2000.

During the election cycle of 2014, Mr. Farrell worked hard to energized Black Americans across Florida to support Governor Rick Scott and converted leading African American Pastor and former NAACP President Manuel Sykes[20] from Democrat to Republican and increased Black voter turnout 40% resulting in the defeat of former Governor Charlie Christ. George facilitated for Governor Rick Scott's first visit to an African American church at Bethel Community Baptist Church He is recognized as a developer of the most effective minority voter education programs in election history.

In 2015, Mr. Farrell founded BlakPac. George Farrell's experience and vision are leading a very successful conservative movement that is electing[21][22] and supporting candidates[23][24] across The United States of America.[25] BlakPac maintains the largest database of minority voters in America. As Chairman of BlakPAC, Mr Farrell and his national coalitions including Blacks for Trump developed successful grassroots[26] and social media campaigns[27][28] that resulted in Candidate Donald Trump earning eleven percent of the minority vote giving him a decisive victory over Democrat Hillary Clinton[29][30].

George Farrell and BlakPAC committed grass roots and social media resources[31] for the victory of Representative Karen Handel(R) in the Special Election of Georgia District 6 to replace Secretary of Health and Human Services Tom Price. Karen Handel became the first woman elected to Congress from Georgia on June 20, 2017. A coalition including Asians,.Latinos and Blacks provided a 17% minority turnout resulting in a victor by 4% over Democrat Jon Ossoff.

On August 18. 2017, Mr. George T. Farrell was recognized by Congressman Brian Mast(R) Florida District 18 for his voter education work with Minorities through grass roots outreach and social media engagement with the highest standards and best practices during the 115th Congress and recorded those achievements in the Congressional Record.[32]
