Henri Thulliez is a French lawyer and human rights advocate, a member of the Paris Bar. He is best known as the director of the Platform to Protect Whistleblowers in Africa (PPLAAF) and co-director of Climate Whistleblowers, two organisations dedicated to defending individuals who expose corruption, abuse of power, and environmental wrongdoing.
Education
Thulliez studied law at the University of Paris Ouest Nanterre La Défense. He subsequently obtained a Master of Laws (LLM) from the School of Oriental and African Studies (SOAS) at the University of London, and holds a Master in International Administration from the University of Paris 1 Panthéon-Sorbonne.[1]
Career
Human Rights Watch and the Hissène Habré Case
Before joining PPLAAF, Thulliez worked as a coordinator at Human Rights Watch (HRW), where he was centrally involved in the landmark case against Hissène Habré, the former president of Chad. Habré was tried before the Extraordinary African Chambers, a special court established in Senegal, for crimes against humanity, war crimes and torture committed during his rule from 1982 to 1990. Thulliez served as the HRW observer at the trial of Habré's alleged accomplices held in N'Djamena.[2]
Platform to Protect Whistleblowers in Africa (PPLAAF)
Thulliez is a co-founder and, since 2020, the director of the Platform to Protect Whistleblowers in Africa (PPLAAF), a non-governmental organisation registered under Senegalese law that supports, advises, and legally defends whistleblowers across the African continent.[3] PPLAAF was founded in 2017 by lawyers, anti-corruption activists and investigative journalists, with French human rights lawyer William Bourdon as its president.[4]
Under Thulliez's leadership, PPLAAF has been involved in several major international investigations, including the Luanda Leaks, a series of revelations about large-scale corruption involving Isabel dos Santos, the former head of the Angolan state oil company. At an International Consortium of Investigative Journalists (ICIJ) conference, Thulliez described the leaks as illustrating how "Western democracies, reputable companies and consultants colluded to rob a country blind."[5]
PPLAAF has worked with major international media outlets including The New York Times, The Guardian, Le Monde, BBC, and Bloomberg to bring whistleblower revelations to a global audience.[6]
In 2021, Thulliez spoke out in defence of whistleblowers from the Democratic Republic of the Congo who had exposed one of the world's largest corruption networks linked to the Congolese branch of Afriland First Bank. Alongside William Bourdon, he condemned retaliation against the whistleblowers' families as "undignified methods."[7]
Climate Whistleblowers
In 2023, Thulliez co-founded Climate Whistleblowers, a new organisation dedicated to protecting individuals who expose environmental crimes and climate-related wrongdoing.[8] He serves as co-director of the organisation alongside Gabriel Bourdon-Fattal.
Sherpa
Thulliez is a board member of Sherpa, a French non-governmental organisation that combats corporate impunity and economic crimes. He joined its Board of Directors in June 2023.[9]
Journalism and Public Writing
Thulliez has written numerous articles for major French and international publications, including Le Monde, Libération, HuffPost (US and France editions), and Newsweek Europe.[10]
