Hidehiko Ishiguro (石黒 英彦, Ishiguro Hidehiko, December 20, 1884 – June 21, 1945) was a Japanese bureaucrat, education official, and colonial administrator. He served as Governor of Nara Prefecture and Iwate Prefecture, as the 23rd Director-General of the Hokkaidō Agency, and later as Vice Minister of Education.[1][2][3]

Early life and education

Ishiguro was born on 20 December 1884 in Hiroshima Prefecture.[4][5] He attended Hiroshima Middle School and Third Higher School, then graduated from the law faculty of Tokyo Imperial University in July 1910.[6]

Career

After entering government service, Ishiguro worked in the education and home administration bureaucracy. He also served in the Government-General of Chōsen, including posts in Gangwon-do, as police chief of North Pyongan, and in the Local Affairs Section of the Internal Affairs Bureau.[7]

In 1927 he transferred to the Government-General of Taiwan as director of the Education Bureau. His tenure in that post was from 22 February 1927 to 10 August 1929. He then became head of the Internal Affairs Bureau before moving to the Nara governorship in May 1931.[8][9]

In May 1931 Ishiguro became Governor of Nara Prefecture, and in December 1931 he was transferred to Iwate Prefecture.[10] During his Iwate tenure, the 1933 Shōwa Sanriku earthquake and tsunami struck the prefecture.

On 5 June 1937 he was appointed 23rd Director-General of the Hokkaidō Agency lasting until 23 December 1938.[11] On 23 December 1938 he was appointed Vice Minister of Education serving from December 1938 to September 1939.[12][13][14]

After leaving the vice-ministry he served as head of the Training Bureau of the Imperial Rule Assistance Association from June 1942 to October 1943.[15][16]
