J.C. Kuo (aka Chen Chuan James K, born October 13, 1950) has over 40 years of specialized professional experience in natural gas processing. As a senior advisor for Chevron Energy Technology Company (June 2004 - January 2018), he has been involved with plant design and development, Engineering, Procurement and Construction, startup, operator training, and trouble-shooting for LNG plants, LNG receiving terminal, gas processing, gas treating facilities and cryogenic NRU plants. Before working with Chevron, Kuo was the Technology Manager for IPSI Bechtel (February 1991 - June 2004), Principal Engineer for M. W. KELLOGG (November 1986 - February 1991) and Principal Engineer for Davy McKees (November 1977 - May 1986).

Kuo is one of the senior member of American Institute of Chemical Engineers (AIChE)[1][2], member of the steering committee for the North American LNG summit and American Chemical Society Board of Director for Greater Houston Section since 2015[3]. He is a frequent speaker and presenter to international conferences such as the AIChE, Gas tech, Gas Processing or Treating Conferences, and the LNG summit. Kuo Written Field Handling of Natural Gas and Plant Processing of Natural Gas two books used to train industry or company experienced engineers on the job. He served as the president for the University of Houston CEE’s Ocean and Hydraulic System club and funded the scholarship program since 2013 to help 6-7 graduate students every year.

He is CEO and president of America Excellent Properties RC168 since 2009.[4] He promotes Chi-Kung[5][6], served as senior advisor of the Perfect 10 Chi-Kung Texas divisions since 2014.

November, 1977 to November, 1983 Houston, Texas Office

Senior Process Engineer on 900 MMscfd turbo expander and crude stabilization plant of the SANTOS Project. Supervised, coordinated and worked on the computer simulation, heat and material balance, PFD, P&ID, equipment and instrument data sheets, vendor quotation review, model review and assisted in writing the Operation and Training Manual.

November, 1983 to November, 1984 Adelaide, Australia Office

Conducted the Operator and Engineer Training program. Worked on the SANTOS Project at the Moomba job site as a member of the commissioning team, responsible to the Commissioning Manager for schedule preparation, verifying process design and ESD; also compressor surge testing and hydraulic testing. Was also responsible for troubleshooting and performance test of the turbo-expander plant and crude stabilization plant.

December, 1984 to May, 1985 Florida Office

June, 1985 to April, 1986 Frankfurt, Germany Office

Worked on the Bauchhause Flue Gas Desulfurization (FGD) Project. This is one of the largest FGD projects in the world using Davy McKee's Wellman Lord Process. Supervised and coordinated the project design work on the heat and material balance, PFD, and P&ID, performed hydraulic analysis, and prepared piping and instrument data sheets.

Worked inside the Sonatrach LNG 1 plant, worked with personnel from Production, Technical and Maintenance Departments troubleshooting to meet production and energy consumption goals.

November, 1988 to October, 1990 Perth, Australia Office

Assigned to Shell Woodside Petroleum Australia Northwest Shelf Project. Supervised and worked to issue the detailed study, design basis, PFD, P&ID, and equipment, piping, and instrument data sheets according to Shell standards and Australian codes.

Bechtel / IPSI (February, 1991 - June, 2004)[edit]

Technology Manager, Principal Engineer

February, 1991 to June, 1996

Area Project Engineer for the British Gas Tunisia 266 MMscfd condensate stabilization, gas treating and nitrogen rejection (NRU) plant. Supervised development and issued the PFD, P&ID, equipment and instrument data sheets, ESD and trip schedule. Was involved in the HAZOP review, model review, and interlock review with client. Also coordinated the detail engineering work between disciplines. Completed start-up and operating manual.

Area Project Engineer on 300 MMscfd Satanta Gas Plant Nitrogen Rejection Unit (NRU) for Mesa Limited Partnership. Completed the engineering, procurement and construction bid evaluation, and issued the performance guarantee specification. As the client representative, J.C. Kuo reviewed and approved the study, P&ID, PFD, data sheets, plot plan, piping drawings and vendor drawings issued by the engineering company.

June, 1996 to March, 2001

Process Manager for the Pemex Cantarell Project. Responsibilities include providing process support for 44 EPC contracts and 24 PO’s for compressors, pumps, and critical path items. Support includes, but is not limited to preparation of Design Basis, Conceptual Design, review of PFD, H&M balance, pump calculations, P&ID, data sheets, ESD, Cause and Effect diagrams, SAFE charts, PSV calculations, HAZOP, and O&M(Operation and maintenance) manual. EPC includes Wellhead, Riser, Production, Compression, N2 Injection Platforms, and N2 plant.

Lead Process Engineer for the Warren Petroleum Company, Venice, Louisiana 800 MMscfd gas plant de-bottlenecks study. Set up study basis, schedule and man-hour estimate. The study produced a process simulation model based on operating conditions to compare with plant test data.

June, 2001 to June, 2004

Process Manager for the Egypt LNG Project train 1 and 2. Responsibilities included setting up design basis, schedule and man-hour estimation, developing simulation, H&MB, PFD, equipment data sheets, control valve and relief data sheets, pump and compressor hydraulic calculation, safety interlock review, HAZID, HAZOP, process description, dynamic simulation, utility summary, chemical summary, P&ID review, MR review, vendor print review, complex loop review, FAT, O&M manual, startup and operation support.

Served as Process Manager for Venezuela Delta Caribe LNG PHASES 1 project.

Served as Process Manager for Casotte Landing LNG Regasification Terminal, and Sabine Pass Regasification Terminal BTU management.

Served as Process SME in the technical review team for the Angola and Okolona LNG project and reviewed the FEED technical contents from two competitors.

Served as Process Manager for Australian Gorgon T1/T2/T3 LNG project.

April, 2008 to April, 2009

Served as Process Manager for Wheatstone LNG project.

Started both the APCI-KBR and CoP-Bechtel PHASE 1 projects. Responsibilities included setting up design basis (BOD), major studies, TQP(Technical Qualification Program), schedule and man-hour estimating, review simulation, H&MB, PFD, plot plan and equipment data sheets. Set up and participated HAZID and value improvement process.

June, 2004 to March, 2011

Served as the ETC Process lead and Project Manager for the Chevron WAFRA EOR LNG import and major Gas Injection, Wilcox EOR project. He has served as reviewer for the Technical Readiness Review (TRR is final review for major project) for Gorgon, Wheatstone and Angola LNG projects.
