James Duncan Carroll (born 7 May 1962) is a British futurist, author, inventor, and medical device entrepreneur. He is the founder and CEO of THOR Photomedicine Ltd., a UK-based medical device company specialising in the design, manufacture, and clinical deployment of Photobiomodulation (PBM) therapy devices and Low-Level Laser Therapy (LLLT) equipment.[1][2][3]
With over 37 years of experience in photobiomodulation, Carroll has authored or co-authored 68 peer-reviewed PBM papers and contributed chapters to five PBM books, collaborating with academics across more than 50 institutions worldwide.[4] THOR's equipment has delivered more than 36 million treatments globally, and the company serves over 5,000 customers in more than 70 countries.[5]
THOR's clients include Harvard Medical School, the Wellman Center for Photomedicine at Massachusetts General Hospital, MIT, Brigham and Women's Hospital, the United States Navy, United States Special Forces, the Royal Air Force, the British Army, St. Jude Children's Research Hospital, Veterans' Hospitals, the UK National Health Service, Manchester United, and Nike, as well as professional sports leagues including the NFL, NBA, MLB, NHL, and UFC.[4][6]
Michael R. Hamblin, Professor at Harvard Medical School, Principal Investigator at the Wellman Center for Photomedicine, and editor-in-chief of the journal Photobiomodulation, Photomedicine and Laser Surgery, has described Carroll as "the world's leading ambassador for Low-Level Laser Therapy."[7][8]
Carroll is also a co-founder and investor in Lumithera Inc., a company developing PBM technologies for dry age-related macular degeneration and other ocular diseases.[4]
Early life
Carroll was born on 7 May 1962 in the United Kingdom. His birth and early life are chronicled in a memoir by his father, singer and entertainer Ronnie Carroll: Luck of the Irish: Powerful Saga of an Irish Family Arriving in England Just as World War II Is Declared (Xlibris Corporation, 2012).[9][10]
Carroll studied electronics at Harlow Technical College in Essex, UK. His journey from engineer technician to photobiomodulation inventor and advocate was later chronicled by Global Founders London.[6] Early in his career, Carroll struggled with an undiagnosed learning difficulty before channelling his focus into the emerging science of low-level laser therapy.[6]
Background: photobiomodulation
Photobiomodulation (PBM), previously known as low-level laser therapy (LLLT), was first discovered in 1967 by Hungarian physician Endre Mester (1903–1984) at the Semmelweis Medical University in Budapest, who observed that low-power ruby laser irradiation could stimulate hair regrowth and wound healing in mice.[11][12] Mester is known as the "Father of Photobiomodulation."[11] The field has since expanded to encompass over 12,000 publications and more than 1,800 randomised controlled trials.[5] Carroll became one of the field's foremost advocates and device developers, building on Mester's foundational work.
Career
THOR International Ltd (1992–2007)
Carroll began his professional career in the photobiomodulation industry as Managing Director of THOR International Ltd. from 1992 to 2007, an LLLT equipment company through which he gained extensive expertise in laser and LED device design, manufacture, and clinical deployment.[1][13][14]
THOR Photomedicine Ltd
Carroll founded THOR Photomedicine Ltd., which has grown into the world's leading PBM company. THOR is an ISO 13485:2016 certified medical device company.[2] The company holds regulatory clearances from four major bodies: the FDA (United States), CE (European Union), TGA (Australia), and NATO, making it the only PBM company in the world to hold all four simultaneously.[5] THOR is also listed on the US Government's GSA schedule and the eCAT procurement system.[5]
The company's THOR LX2.3 Photobiomodulation system holds CE mark indication for oral mucositis, tendinopathies, joint pain, neck pain, and back pain in the UK, EU, and Australia. It is also FDA Cleared in the United States for temporary relief of minor muscle and joint pain, stiffness, muscle spasms, and minor pain and stiffness associated with arthritis.[2]
Carroll's stated mission is: "Photobiomodulation (PBM Therapy) in every department of every hospital, every doctor's office (clinic) and every home."[5] His documented long-term personal goal is to have PBM established as a standard of care for 100 diseases in 100 countries by 7 May 2062 — his 100th birthday.[6]
THOR has established research partnerships with six Harvard Medical School research groups and more than 30 universities globally, contributing to over 51 academic papers.[15] Harvard collaborations have encompassed research into traumatic brain injury (TBI), oral mucositis as a side effect of cancer therapy, noise-induced hearing loss, and temporomandibular joint dysfunction.[16]
Carroll also works with 36 medical institutions — including Harvard Medical School, St. Jude Children's Research Hospital, Veterans' Hospitals, and the UK NHS — on using PBM for treating traumatic brain injury, cancer treatment side effects, acute and chronic pain, and reducing opioid use.[17][18]
Carroll took PBM therapy through the NICE guidance process in the United Kingdom; NICE now formally recommends PBM therapy for the prevention and treatment of oral mucositis in cancer patients.[19] The American College of Physicians also recommends PBM for low back pain.[19]
NovoTHOR Whole Body Light Pod
In 2016, Carroll unveiled the NovoTHOR Whole Body Light Pod at the Elite Sports Rehabilitation Expo in London, where it won the Innovation of the Year Award.[20][21] Described as the world's first whole-body photobiomodulation device operating within known effective clinical parameters,[20] NovoTHOR was developed to improve athletic performance and accelerate recovery. Nike subsequently purchased the device to support Nike-sponsored athletes in improving muscle power, reducing fatigue, and accelerating recovery after training.[6]
Dosage research and parameter reporting
In 2008, Carroll developed and published a comprehensive PBM Therapy dosage guide[22] and a separate analysis of LLLT dose-rate effects,[23] which became widely cited references in PBM research. He is a recognised authority on PBM dose, dose-rate effects, and the measurement and reporting of light therapy parameters.[4] In 2011, Carroll co-authored with Jenkins a formal methodology paper on how to report LLLT dose and beam parameters in clinical and laboratory studies, now a standard reference in the field.[24]

Advocacy
United Nations (2014)
On 6 May 2014, Carroll addressed the United Nations Global Health Impact Forum in New York City, presenting on the science and promise of photobiomodulation therapy and its potential role in supporting the Millennium Development Goals.[28][29][6] Carroll stated: "Photobiomodulation has the potential to be in every department of every hospital and become part of standard care for many pathologies. Doctors just have to stop for a minute and think how many injuries and diseases would benefit from a bit less oxidative stress and a bit more ATP."[16]
U.S. House of Representatives (2018)
On 11 October 2018, Carroll briefed the United States House Committee on Science, Space, and Technology at the Rayburn House Office Building, Washington, D.C., on photobiomodulation as a drug-free pain treatment and its potential to reduce opioid dependence during the opioid epidemic in the United States.[15][30][31] Carroll also presented on PBM to policy advisors at the White House.[18]
NICE guidance (UK)
Carroll led THOR Photomedicine's engagement with the NICE guidance process in the United Kingdom. As a result, NICE now formally recommends PBM therapy for the prevention and treatment of oral mucositis in cancer patients undergoing chemotherapy and radiotherapy.[19][32]
