The Jammu and Kashmir State Judicial Academy is a training institution for the Judicial officers of the Union Territories of Jammu and Kashmir and Ladakh. The institution organises Induction Level Training for newly appointed Judicial Officers of the Union Territories of Jammu and Kashmir and Ladakh.

History[edit]

The Jammu and Kashmir State Judicial Academy was not formally established and did not have regular infrastructure in the past but it continued to function on the need basis. It first started functioning in the year 1973 as Jammu and Kashmir Judicial Officers' Training Institute, under the leadership of Hon'ble Chief Justice of High Court at the time, Sh. Murtaza Fazal Ali. First batch of Munsiffs / Judicial Magistrates were imparted 'Induction Training' by the Training Institute in the year 1973. Thereafter, Jammu and Kashmir Judicial Officers' Training Institute had been holding 'Induction Training' courses for the newly recruited Officers of Subordinate Judiciary, on every selection. Apart from 'Induction Training' courses, few Workshops and Refresher Courses were also organised by the Academy from time to time.[7] and finally, in 2001, the Hon’ble High Court of Jammu and Kashmir Vide its Order No. 342, dated 26th July 2001 established its regular Judicial Academy in the year 2001. Since then, Jammu and Kashmir State Judicial Academy is functioning regularly and is holding training programmes on regular basis.[8]

Administrative Setup[edit]

Jammu and Kashmir State Judicial Academy has been established as a limb of the High Court, which has independent infrastructure, exclusively meant for organising training programmes, research in the field of Judicial functioning, publishing the study material for Judicial officers and helping the Judiciary in its endeavour to have efficient and quality judicial dispensation. Jammu and Kashmir State Judicial Academy functions according to the provisions of rules duly formulated.[9]
Hon’ble Ms. Justice Gita Mittal is the Patron-in-chief of the Judicial Academy.[10] Shri Rajeev Gupta is the present Director of the academy since 15th November 2018. [11]

Academy Campuses[edit]

Jammu and Kashmir State Judicial Academy has its own infrastructure at Jammu in the premises of High Court and in Srinagar at Mominabad. Administrative machinery of High Court of Jammu and Kashmir, as per tradition moves to Summer Capital, Srinagar in the month of April, and to Winter Capital, Jammu in the month of November, every year. In view of this tradition, Jammu and Kashmir State Judicial Academy also functions likewise from Jammu and Srinagar. It has infrastructures both in Jammu and Srinagar.[12] [13]

Training Programmes and other activities[edit]

The Academy organizes training programmes for Judicial officers on time to time basis. The induction training of newly appointed judicial officers is ususally 3-6 months long. The academy organizes other training programmes for working Judicial officers, Advocates, law interns etc.[14] The academy also organizes oath ceremonies for newly enrolled advocates.[15] The academy also aims to improve lifestyle of the Judicial officers and organizes suitable programmes on need basis.[16] Recently, in the wake of COVID-19, the Academy resumed its functioning through webinars and other online platforms.[17]

Publications[edit]

The academy publishes e-newsletters on monthly basis which comprises latest law laid down by the Hon'ble High Court of Jammu and Kashmir and Hon'ble Supreme Court of India and other relevant legislations.[18]
