RB Kahan Chand Kapur (Hindi pronunciation: [ka-hn ˈchnd kapoor];) was born in 1869 in [Jhelum] Jhelum District to a simple man [Jawala Prasad Kapur] and his wife, the social activist. He was educated at Jhelum.
Early life
Rai Bahadur Kahan Chand Kapur belonged to a very respectable family of Kapur Khatris of Jhelum district in the Punjab (now in Pakistan). Risaldar Major Honorary Captain Bakshi Sampuran Singh of 1st Punjab cavalry was his maternal uncle; Risaldar Sardar Ganpat Rai was his wife's uncle who retired as deputy Collector in the U.P. His grandfather was Kardar in the Sikh period under his grand uncle Baba Rama Shah an Ijardar on the Punjab Frontier, whose name is still remembered in Rawalpindi division for his many acts of charity.

During the great war the Kapur family of Jhelum helped Government in supplying recruits and advanced Rs.10,000 as war loan. R.B. Kahan Chand Kapur himself offered all his resources to Government on the very outbreak of the War – an offer which was thankfully acknowledged by Sir Frank Popham Young Young,_Lt-Colonel_Frank_Popham, Commissioner of Rawalpindi division. While in Gwalior service he helped a good deal in recruiting in the official capacity as a Chief Revenue Officer of the state.
Career
After passing his Matriculation Examination in 1889 he soon entered Government service and held Ministerial appointments till 1898 when he was appointed as Tehsildar. He was accepted as E.A.C candidate in 1901 and was deputed to Kashmir State as Assistant Settlement Officer where he worked only for a short time when he was transferred in the same capacity to Patiala Patial State. In Patiala he conducted the Settlement of the Narnaul district and the hilly portions of Patiala State in Simla hills Simla. His services in Patiala were appreciated by the Council of Regency and the Punjab Government with an award of Khalat in eulogistic terms. While in Patiala he enjoyed the privilege of giving lessons in survey and settlement to Maharaja of Patiala Maharaja Bhaupinder Singh Bhupinder Singh and he was pleased to present him with a precious watch as a mark of his pleasure in 1911. His services were lent to the Gwalior State where he served with distinction for 11 years in various capacities such as Director of Land Records, Settlement Commissioner, Dewan-al-Mal DIWAN-AL-MAL and Revenue Member. For his honest and excellent work he received the coronation Sanad Sanad and was recipient of a Gold watch as a memento. He enjoyed the great confidence of Late Maharaja Madho Rao Scindia Maharaja Madho Rao Scindia of Gwalior Gawalior and left Gwalior much against the Maharaja's wishes in March 1922 with a view to improve his prospects in British India. On reservation to Punjab he was made an officiating Deputy Commissioner which post he held up to the end of 1924. He was appointed as Revenue Secretary of Patiala State in May 1925 and was raised to the status of Revenue Minister in December 1925. Later he was made Prime Minister of Patiala State.
