Climate change is a challenge affecting development, especially in a developing country like Nigeria. Lagos State is particularly prone to the impacts of climate change. Climate change has had a devastating effect on the planet, from flooding to drought, increased temperature, rise in sea level, increased ocean acidity, and the intensity of the weather[1]

The Lagos State Commissioner for Environment and Water Resources, Mr. Tunji Bello, also confirmed that Lagos State remains the most exposed and endangered to climate change, hence a quick solution must be put in place to stem the negative impact of climate change on Lagos State. There was also a

climate risk assessment report which was carried out by the Ministry of Environment and Water Resources, with the support of the United Nations Development Programme, UNDP, which discovered that about 6,983 buildings were under threat from flooding across Lagos State[1]

Climate change, if not curbed, could result in widespread ecosystem degradation, thus disrupting socio-economic development and the welfare of the people.

In order to protect Lagos State from the effects of climate change, a plan was designed to tackle it, which is The Lagos State Climate Action Plan..

The Lagos Climate Action Plan is a five-year plan from 2020 to 2025, designed to combat climate change challenges affecting Lagos State. The plan is to achieve a Zero Carbon Lagos by 2025[2]

The Governor of Lagos State, Babajide Sanwo-Olu, spoke at the International Climate Change Summit in Victoria Island about what CAP is about, and he said CAP is designed to achieve a paramount goal: to achieve a zero-carbon state. He said before the Paris Climate Change Conference in 2015, Lagos State had started the process of developing

a Climate Change Policy and Action Plan, and the Action Plan has been updated to accommodate the targets and goals of the Paris Climate Change Agreement. ”The product is the ‘Lagos Climate Action Plan: Second Five-year Plan 2020- 2025’.[2] Lagos State is the first state in Nigeria to have taken the step to put together a Climate Action Plan to help achieve an emission-free city by 2050. This goal was achievable because Lagos State had signed up for the C40 Cities Climate Leadership Group, which it signed and joined in 2018. The group has supported Lagos State in achieving and coming up with an updated Climate Action Plan which is in line with the prevailing realities and situation in Lagos State.[2] Mr Tunji Bello, the Commissioner for Environment and Water Resources, explained that 26 initiatives have been put in place in order to achieve the Climate Action Plan, which aims for zero carbon emission by 2050[3]

CAP is designed to align with the goals of the Paris Agreement on Climate Change; the vision is to reduce the average global temperature rise to 1.5 °C, which is an effort to bring down climate mitigation by reducing emissions. The CAP is also designed to intensify the strength of Lagos's population, economy, and infrastructure to resist the impacts of climate change. It also seeks to create a cleaner, greener, healthier, stable, and more prosperous Lagos in the face of climate change.
