The Libyan Government Contact Center (LGCC; Script error: The function "langx" does not exist.) is a Libyan government agency operating under the Cabinet of the Government of National Unity. Established in 2022, the center serves as the central entity responsible for organizing and unifying the official government media discourse, as well as facilitating communication between the government, citizens, and media outlets.[1]
Establishment and Administration
The center was established pursuant to Cabinet Resolution No. (580) of 2022, issued by the Government of National Unity. Its founding was part of a broader government strategy to improve public communication standards and enhance transparency and accountability.[1]
In July 2023, the Cabinet issued Resolution No. (414) of 2023, appointing Mohamed Jumaa Abu Halqa as the Director General of the center.[2]
Mandate and Functions
The LGCC is tasked with regulating and unifying the official media narrative of the Government of National Unity. It ensures the consistency of media messages issued by various ministries and government institutions through direct coordination with their respective media offices.
The center's responsibilities include:
- Developing strategies for managing emergency media crises.
- Monitoring and analyzing public opinion trends using digital technologies to guide government responses.
- Overseeing training programs to develop the skills of national media personnel working in the government sector.[1]
Programs and Projects
The center implements various projects aimed at developing the government communication environment in Libya, including:[3]
- First Government Communication Conference: An event aimed at promoting strategic communication concepts in Libya.
- Official Photographer Program: A training course designed to qualify photographers working in government agencies to document events according to professional standards.
- Interactive Platforms: The creation and management of digital platforms to facilitate the receipt of feedback and suggestions from the public.
