Mehari Taddele Maru (Amharic: ዶክተር መሓሪ ታደለ ማሩ; Tigrinya: ዶክተር መሓሪ ታደለ ማሩ) is an author and professor at the European University Institute,[1] in Florence, Italy and a member of the Tana Forum Technical Committee based in Addis Ababa. His research and career focus on peace and security, law and governance, strategy and management, human rights and migration issues.

Early life[edit]

Maru was born in the Tigray region of Ethiopia on May 5, 1974 during the Ethiopian Civil War. Maru's father and grandparents were among forced disappearances. His family fled the conflict for their safety.

Education[edit]

Mehari studied law at Addis Ababa University in Ethiopia before receiving his PhD in International Law from JL Giessen University, Germany, receiving latin honours of Magna Cum Laude and Summa Cum Laude in 2011. In addition to his PhD, Mehari holds a Master of Science in Forced Migration Studies from the University of Oxford, UK (2005) and a Master of Arts in Public Administration from Harvard University, USA (2007).[2] He has also held fellowships in various think-tanks and institutions, including: the Robert Schuman Centre for Advanced Studies; ; the Future Studies Institute; Edward S. Mason Programme; Royal Dutch Shell; the NATO Partnership for Peace; Max Planck Institute; the NATO Defense College; and the Nation Building Institute in Bangkok, Thailand.[3]

Career[edit]

From 1999 to 2009 in Addis Ababa, Mehari was a consultant for the UN Economic Commission for Africa (UNECA),[3] GIZ,[4] GIZ,[4] the Friedrich Ebert Stiftung Foundation[5] and other international NGOs.[3]

He served as Director for University Reform Addis Ababa University between 2003 and 2006. In addition to serving as director, he was a member of the University’s Senate and Policy Committee and helped facilitate the establishment of the Institute for Peace and Security circular reference in Addis Ababa and headed conflict prevention and risk analysis programmes at the office of the Institute for Security Studies (ISS).[6]

Mehari also worked as Programme Coordinator for the African Union Migration Programme[7] and Legal Expert at the Legal Counsel of the African Union Commission.[8] He also drafted continental policy frameworks for the African Union such as the African Union's Border Governance Strategy, the Common African Position on Humanitarian Effectiveness, the Common African Position on Migration and Development, AU.COMMIT, the AU Migration Action Plan (2008-2012), and AU Cooperation with Regional Economic Communities (AU-RECs) within the African Governance Architecture (AGA). Mehari also conceptualized and served as a resource person for the Pan African Migration Forum.[2]

From 2010 to 2012, he was Programme Head for Conflict Prevention Programme and Risk Analysis in the ISS[9] before becoming a consultant for various international bodies and organizations such as the Intergovernmental Authority on Development (IGAD), the African Union, United Nations,[10] Swedish International Development Cooperation Agency,[11] Kofi Annan International Peacekeeping Training Centre, and African Peace Support Trainers Association. Mehari was involved in the South Sudan peace negotiations as Chief Strategist and Advisor[12] to the IGAD South Sudan Mediation. Mehari was lead migration expert and Chief Drafter at IGAD Migration Programme. In this capacity, he was chief drafter of the Protocol on Free Movement of Persons, reviewing the IGAD Treaty, formulating the IGAD Migration Action Plan (IMAP).[13]

Mehari is also the author of The Kampala Convention and Its Contributions to International Law (Eleven International Publishing, 2014) which examines the 2012 AU Convention on the Protection and Assistance of Internally Displaced Persons (the ‘Kampala Convention’).[2][14]

Mehari has also published several articles in international reputable journals including Aljazeera Centre for Studies, The African Union Herald, European Centre for Development Policy Management, Global Governance Spotlight, Italian Institute for International Political Studies, Institute for Peace and Security Studies, Institute for Security Studies, Journal of Peacebuilding and Development, Life and Peace Institute, NATO Defence College Research Division, Pambazuka and South African Institute of International Affairs (SAIIA).

Mehari critiques and commentates on various regional and international issues relating to peace and security, migration and governance. His articles and interviews have appeared in Ethiopian and international media outlets
