Morrow was born on February 10, 1957 in North Carolina, USA as the eldest of 5 children.
Education
She attended University High School, Irvine, California, graduating in 1975 and later went to the University of Hawaii-Manoa, 1975-1978. Monique was inducted into Phi Eta Sigma and Phi Kappa societies during her university years, and graduated with a BA in French with Great Distinction from San Jose State University in 1980. Monique also earned a Graduate Certificate in Information Systems, Decision Support Systems in 1984 from University of Southern California and went on to earn an M.S. in Telecommunications Management from Golden Gate University in 1988. Later Monique completed an MBA from the City University of Seattle, 1996.
Career
Monique's career at Cisco has included being promoted as Cisco's first Distinguished Consulting Engineer.[2] Monique represents Cisco at the North Carolina State University Strategic Advisory Board for the School of Computer Science:
In her role as Cisco Chief Technology Officer (CTO) Services,[3] she is working with a cross Cisco Services leadership team in defining a cross segment customer reference architecture, defining long term technology strategy for services for the next 2–5 years, with a focus on the Internet of Everything, specifically its implications to security and to Cloud Computing centric Federated Exchanges.[4]
Monique is also an advocate for STEM Education for Girls and Boys in ICT, having presented at the European Parliament[5] and ITU-T on this topic.[6]

Monique is a Recipient of the 2014 IEEE Region 8 Clementina Saduwa Award[7]
Directorships
Monique serves as the President of FTTH Council Asia-Pacific since 2010.[8] She is the Vice Chair ITU-T Telecommunications Advisory Group,[4] for the period 2013-2016 as confirmed by the US State Dept. Monique also holds the position of the Vice Chair of the ITU-T Focus Group on Cloud Computing and represents Cisco at the TSB Director’s CTO Meetings. Monique served as IETF/IABLiaison to ITU-T for NGN and she is a senior Member of the Institute of Electrical and Electronics Engineers, (IEEE). Monique also holds the position of Chair of the Joint Coordination Activity (JCA) Chair on Cloud Computing and Vice Chair of the ITU-T Focus Group for M2M Service Layer.[4]

Numerous works by Monique have received recognition and have been published. Developing IP-based Services: Solutions for Service Providers and Vendors,[11] MPLS VPNSecurity,[12] MPLS and Next-Generation Networks: Foundations for NGN and Enterprise Virtualization[13] and "A Cloud Based - Architecture for Cost-Efficient Applications and Services Provisioning in Wireless Sensor Networks"[14] are a few of the many books and journals that have been published.
Monique currently has 9 patent submissions filed with the US Patent Office and she has three patents issued by the US Patent Office.
